As of 1 December 2025, the NSW Government has introduced new dog-breeding regulations designed to improve dog welfare and stamp out irresponsible or commercial-scale puppy farms.
🚨 What’s new (and what it means for you)
🐶 Mandatory Breeder ID (BIN): Anyone breeding a dog (even accidentally) must have a Breeder Identification Number from the NSW Pet Registry. This must be included in all adverts or when transferring puppies.
🐶 Lifetime litter limits: Each female dog can have no more than five litters in her lifetime (or up to three if via caesarean), to better manage her health.
🐶 Cap on adult female dogs per property: A maximum of 20 non-desexed female adult dogs (over 6 months) allowed on one premises (unless granted an exemption).
🐶 Staffing / care standards: For every 20 adult dogs, there must be at least one responsible carer (owner, employee or volunteer) to ensure proper care.
🐶 Transparency for buyers: Ads or transfers must include both the dog’s microchip number and the breeder’s BIN - no more reliance on old “club” breeder numbers.
🐶 Stricter penalties for non-compliance: Significant fines and legal consequences for breeders who don’t comply.
