New updates for UK and Northern Ireland

Subject: Notice to Pet Transport Agents: Implementation of the Identity Check process in the UK [SEC=OFFICIAL]

Dear Pet Transport Agent

The Department of Agriculture, Fisheries and Forestry (DAFF) in Australia introduced new requirements on 1 March 2023 for the import of dogs and cats into Australia. These measures were introduced to reduce the risk of rabies entering Australia which is rabies-free.

As you may be aware, as of last week DAFF and Animal Plant and Health Agency (APHA) have agreed to implement a newly agreed identity verification process on 4 November 2024. Pets exported from the United Kingdom (UK) under the new process will be eligible for a minimum 10 day quarantine period on arrival in Australia rather than the current 30 days, providing all requirements are met.

Cats and dogs that have had their identity verified prior to their blood collection for the rabies neutralising antibody titre test (RNATT) will be eligible for minimum 10 days post entry quarantine on arrival in Australia.

This correspondence is to inform you of the changes and provide you with further information in relation to current and future applications, as well as those with existing granted permits.

For UK permit applications that are currently in our system, we will be sending out correspondence via BICON with the two available options. The two options will be to:
proceed with no formal government identity verification of the animal (minimum 30 day quarantine period)
undertake a formal Government identification of the animal (minimum 10 day quarantine period).

For any applicants who wish to undertake the identity check and be eligible for a minimum 10 day quarantine period, the identity verification must occur prior to blood sampling for the RNATT. Any RNATT done prior to the identity check will become invalid. This means that the mandatory 180 day waiting period prior to export will restart from the date the new blood sample for the RNATT arrives at the testing laboratory. As the identity verification process will be implemented in the UK on 4 November 2024, the earliest an animal would be eligible for export to Australia under the identity check pathway would be 3 May 2025.

For those exporting from the UK with an import permit granted on or after 15 April 2024, we will be sending out BICON correspondence to notify of the implementation of the UK identity verification process. This correspondence will provide importers with the opportunity to be eligible for a minimum 10 day quarantine period if they wish to restart pre-export preparations. The importer will need to undertake an identity check, have a new RNATT performed and apply to have their import permit varied. These variations will be done by the department free of charge.
The ID check process must be conducted by 2 separate authorised vets in the UK that hold the OV66 authorisation. Only official veterinarians with this OV66 authorisation can carry out the identity verification process. The official veterinarians must be from separate veterinary practices that are not associated.
Each of the two official veterinarian’s will send a completed identity declaration directly to DAFF from their registered official government email address. A clear coloured photograph of a legible microchip number on the scanner and any identifying features of the animal must accompany the declaration in the email. DAFF will assess the documentation and images provided, and will collate the final declaration to include in assessment of the import permit application. DAFF will only accept the declaration and photograph directly from the OV66 authorised veterinarians.
The official veterinarian that does the second microchip scan can also take the animals blood sample for the RNATT at the same visit as the second scan. Please note that the official veterinarian that collects the blood sample for the RNATT cannot carry out the endorsement of the veterinary health certificate at time of export (VHC). A different official veterinarian must complete the VHC
You will need to contact the competent authority in the UK – Animal Plant and Health Agency (APHA) to find an authorised veterinarian who can undertake the identity verification process. The identity declaration form is not publicly available on our website. You will need to contact APHA to receive this form and for any further information on the process specific to the UK.

The department are promptly working on communications to publish on their external website, as well as a BICON alert and Import Industry Advice Notice with further information.
