When you use treats to "fix" behaviour - it's punishment by definition.
I cut this at around the 42 minute mark of the video - very interesting clip on the use of reinforcements like food - but includes shock. Notice how he add food as a punishment along with shock and this is correct.
He talks that food can create competing behaviours and that's 100% correct. So can shock. As an example - reward at the wrong time and it's very common.
It does change the repetiore of the dog. If the dog is conditioned to be rewarded for "something" using food - then food served should have a reason. When a reward is given at the wrong time - the dog will try to figure out what they did to replicate the reward. This is why dogs learn weird behaviours that haven't been "trained".

If you don't understand "negative reinforcement", then you can't understand "positive reinforcement".
Dr. Michael Perone explains "Negative Reinforcement" beautifully - and a 2 minute video blows "positive reinforcement" out of the water. It's bunk. You cannot have positive reinforcement without negative reinforcement.
When you give your scared dog a treat - you are rewarding your dog for being in "Negative Reinforcement" - and they dare call it "positive reinforcement"?
He wiped the floor with balanced training as well. People should watch this entire interview - and you will quickly understand that the entire system of dog training needs to be completely overhauled.
