NASUS released this letter this morning.

For those who may not be aware, NASUS stands for New Animal Shelter for Uxbridge Scugog. They are a registered charity that worked with local residents and organizations to raise funds for the new shelter. They have already contributed over $700k to the project.

This morning we sent this letter to the Townships of Uxbridge & Scugog.

To the Mayors and Councils of the Townships of Uxbridge and Scugog,

On September 19, 2018, mayoral candidate Barton told a community meeting he would ensure a new animal shelter would be built for the residents of Uxbridge and Scugog.

Three years later, the shelter is not built. The project’s donors, volunteers, and sponsors have no visibility into its status, and the strategy to complete the build. In response to a letter from a frustrated donor, Mayor Barton stated on June 7, 2021 that he would have an update in 60 days. That, too, has not happened.

From 2011 to 2019, the New Animal Shelter for Uxbridge-Scugog (NASUS) organization contributed over $700,000 to the construction of a new facility to replace the ageing, inadequate shelter on Reach Street. This was well in excess of the organization’s fundraising commitment of $570,000.

These after-tax dollars from the community were given in good faith to Uxbridge Township to manage the construction of the new shelter. On the eve of the ground-breaking, the contractor hired by the Township demanded more money and new conditions. We understand there is litigation in this matter, but have seen no update on that, nor on the status of the sizeable deposit still in the hands of the contractor.

In the two years since, this project has ground to a halt, communication with Mayor Barton, members of both Councils and Township staff has been sparse. A meeting in June of 2020 promised ongoing updates, but nothing further has been shared. Indeed, the last public update was our AGM in November of 2019.

On behalf of our donors and volunteers, we respectfully and immediately request the following information:
• What is the current status of the project?
• Where is the money NASUS gave to the Township of Uxbridge, and how has its value been protected?
• Why has Mayor Barton refused to respond to multiple requests from NASUS for an update meeting?
• Why are some members of council posting vague hints about a “major announcement” on social media, while ignoring requests from the community for information?
• What has the Township done to recover the funds given to the contractor who abandoned the project?
• What is the strategy to complete this project?

We are aware that the culvert project and the pandemic created more urgent challenges, and we have been patient; however, we have an obligation to the hundreds of local donors and volunteers who continue to support this initiative to let them know what is going on. With respect, we suggest both Mayors and the members of both Councils share that obligation.

We look forward to your prompt and detailed reply.

These delays have been heartbreaking for us humans to witness; but they have been devastating to the local animals which are not getting the help they need.

Our residents, organizations and businesses have given a lot to make this dream come true.

If you also dream of a no-kill animal shelter for Uxbridge and Scugog, instead of an aging and unsafe pound facility, it starts with building a safe and functional shelter for the vulnerable and lost animals.

It is long overdue.

For over a decade we have given our time, our money and our support to raise funds for a new animal shelter for the Townships of Uxbridge and Scugog.

We need a safer and more functional animal shelter for our animals, the staff and all shelter visitors.

Over those years, hundreds of amazing volunteers have dedicated tens of thousands of hours to contribute almost three quarters of a million dollars for the new shelter.

The Township of Uxbridge has since indicated that the total budget of $1.65 million is insufficient and has declared the build delayed indefinitely.

When this decision was made by the Townships in mid-2019 we believed that this was a moment to pause and regroup - to replan, revamp and restart.

Unfortunately, it appears that instead this decision represented a full stop.

Our elected officials have given up.

There has been no visible progress since this time and an almost total lack of communication from the powers that be.

Its time to remind them that a new animal shelter is a priority for the residents of Uxbridge and Scugog.

We have waited over a decade, the animals have waited even longer.

In 2011, a group of local animal lovers came together to raise funds in support of a new and improved animal shelter.

Uxbridge and Scugog Townships need a secure place for our lost and stray animals to stay; a safe place for our municipal employees to work and a great space for our citizens to visit to find adoptable animals.

The existing shelter is very old and has many issues - it needed to be replaced 10 years ago and that is even more urgent now.

As an essential public service for Uxbridge and Scugog Townships - funded by our tax dollars - this replacement building is the responsibility of the Townships.

However, in order to help them build a better shelter in a shorter timeline a group of fundraisers decided to go directly to local residents, businesses and organizations to raise funds.

Now, a decade later, we are still waiting for the Townships to present a final plan & confirm a location for the shelter.

Over those years, hundreds of dedicated volunteers have dedicated tens of thousands of hours to this project - holding over 500 fundraisers and community events.

These dedicated community supporters and local sponsors have donated over $700,000 to the Township of Uxbridge for this shelter (approximately $130,000 over their expected contribution of $570,000).

Both the Township of Uxbridge and the Township of Scugog have also pledged $540,000 each towards the joint shelter build. The total budget for the build, based on the expected contribution of $570,000; was set at $1.65m. The Township of Uxbridge has since indicated that this budget is insufficient and should be raised.

The Townships are unwilling to commit additional funds for the build and declared the build delayed indefinitely.

When this decision was made by the Townships in mid-2019 we were very disappointed. However, it was our understanding that this was a moment to pause and regroup - to replan, revamp and restart.

Unfortunately, it appears that instead this decision represented a full stop.

We were recently sent the results of a Freedom of Information request filed by a fellow animal lover. The request was for “any communication that relates to the construction of a new animal shelter; significant additions or construction on the existing shelter; or potential alternatives to a local shelter that you have on record between December 3rd, 2018 and the current date of the performed search. Such communication would be, but is not limited to, committee/council meetings, staff reports, briefings, internal or public communications, inquiries, news and announcements.”

The request was filed in September 2020 and a response was finally provided in April of 2021. The response showed ZERO communications - internal or external, briefing, meetings, staff reports, inquiries since November 2019. ZERO. Prior to that it only showed a handful of meetings with Pickering during 2019.

It appears that our elected officials have given up.

It is time to remind them that this new animal shelter is a priority for the residents of Uxbridge and Scugog.
