Very Curious. I wonder if the Municipio de Cotacachi noticed how many tourists were in town over the recent 4 day holiday weekend with their dogs on leashes? Most people love dogs and want to help all dogs. It would be a not good thing for tourism in Cotacachi if Cotacachi became known as a town that hates dogs.
