- Animal rights activists questioned amended traffic law as charge rate is less than 10% -
The Road Traffic (Amendment) Ordinance 2021 came into effect at the end of 2021, where cats and dogs were included in the definition of “animals” along with the existing cows, horses, pigs, etc. The Ordinance provides that the driver of a vehicle shall stop if an accident involving that vehicle occurs whereby damage is caused to animals, not in the vehicle.
Drivers are also required to report to the police within 24 hours. Yet, until now, out of all the drivers who were involved in this type of accident, only 10% were charged. Animal rights activists believe that the low numbers of reported cases do not reflect the number of accidents that happen in real life. However, they acknowledged that it is hard to prove this type of accident unless there is a witness and a recorded video. The activists questioned the effectiveness of the amended laws.
