Happy Panagbenga Kailyans!
We are happy to extend the City's invitation to join this year's Panagbenga opening parade, or in our case PAWrade, on February 1, 2023. 😁

For interested members, please read the guidelines for joining:
One dog per person, keep them on their leash at all times.
Per City guidelines, only adult pet owners can join the parade.
Owners, please wear a red shirt.
Please have your dog wear a red bandana.
Put any floral accent on your pet's leash / or have them in a floral costume (If applicable)
Furbabies should be fully vaccinated; vaccine cards will be check (digital copies will be accepted)
Clean after your pet! Everyone is expected to bring their own p**p bags, tissues, etc. Please have your dogs in diapers if applicable.
Bring water for you and your pets;
Dogs in heat are not advised to join.

𝗜𝗠𝗣𝗢𝗨𝗡𝗗𝗘𝗗 𝗗𝗢𝗚𝗦 𝗠𝗔𝗬 𝗡𝗢𝗪 𝗕𝗘 𝗧𝗨𝗥𝗡𝗘𝗗 𝗢𝗩𝗘𝗥 𝗧𝗢 𝗔𝗡𝗜𝗠𝗔𝗟 𝗪𝗘𝗟𝗙𝗔𝗥𝗘 𝗚𝗥𝗢𝗨𝗣𝗦
Unclaimed healthy dogs at the city pound may now be turned over to animal welfare groups for adoption or fostering.

This is one of the amendments to the Implementing Rules and Regulations of the Responsible Dog Ownership Ordinance (Ordinance 19-2021) introduced by Councilor Betty Lourdes Tabanda and approved by the Baguio City Council.

The turning over of healthy and unclaimed dogs to animal welfare groups shall be allowed provided that the groups are accredited by the city government and the Department of Agriculture.

A memorandum of agreement (MOA) shall be executed between the animal welfare group and the city government upon the recommendation of the City Veterinary and Agriculture Office (CVAO).

The MOA shall include, among others, the following provisions:

That the turned-over dogs shall be treated in accordance with Republic Act No. 8485 [An Act to Provide Animal Welfare in the Philippines, Otherwise known as “The Animal Welfare Act of 1998”]; a monthly report shall be submitted to the CVAO on the status of the turned-over dogs; turned-over dogs shall not be used for financial gain such as solicitation, sale, etc.; and any violation of the terms and conditions shall result in the nullification of the MOA.”

To ensure that the public is constantly informed about the dogs that are up for adoption, the council also included an amendment compelling the CVAO to post pictures of impounded dogs on its official page at least twice a week. Private individuals who desire to take pictures or videos of impounded dogs should first ask for permission from the CVAO, subject to guidelines to be formulated by the CVAO.

This is aligned with Section 23 of the ordinance which states that “widest dissemination for dogs available for adoption shall be utilized with the assistance of accredited animal welfare non-government organizations, when feasible.”

These amendments were prompted by the comments and suggestions from various animal welfare groups in the city.

Earlier, Lovely Tuazon, a representative of animal welfare groups in the city, complained to the city council about how seldom the CVAO posts on its official page pictures of impounded dogs that need to be claimed by their owners and those that are up for adoption over the past months.

Tuazon emphasized the urgency of posting pictures of these impounded dogs on social media at the soonest possible time so that they will be claimed by their owners right away and those with health problems that are up for adoption will be provided prompt and appropriate treatment.

She also questioned the CVAO’s policy which restricts private individuals from taking pictures of impounded dogs.

She asserted that private individuals are very much willing to help expedite the impounded dogs’ adoption process or their safe return to their owners by posting the dogs’ pictures on social media platforms, explaining further that animal advocates are against dog euthanasia which is one of the manners of disposal of impounded dogs that are not claimed within three days as stipulated in the Responsible Dog Ownership Ordinance in accordance with the Animal Welfare Act of 1998. -Jordan G. March is Rabies Awareness Month!

In celebration of this month-long event, we have partnered with the
City Veterinary Office of Baguio and Mayor Benjamin Magalong to provide free kapon for cats and dogs which will take place at different locations in Baguio City from March 8 to 11.

THIS IS OPEN TO ALL BAGUIO RESIDENTS, PLEASE COORDINATE DIRECTLY TO THE CITY VETERINARY OFFICE TO REGISTER.

Spay/neuter is vital in our fight against rabies as it reduces homelessness, and roaming of companion animals; both of which contribute to the spread of the disease. Together, we can make the country rabies-free!

The spirit of Christmas is best celebrated when people come together and enjoy the company of each other. Surrounded by warm greetings and heart-felt smiles, exchanges of gifts, and captured moments, 2021 had ended wonderfully for PCDLHN.

PCDLHN admins at the same time shared their year-end reports and in an open discussion shared their thoughts for the year ahead and agreed that in 2022 there will be plenty of programs and activities that will bring the organization even higher.

The Pines City Dog Lovers of the Highland North (PCDLHN) which is an alliance of dog owners, dog breeders & dog lovers in Baguio City aims to foster and nurture dog enthusiasts to become responsible in taking care of their pets.
