I own working breed, and I walk them and they do not pull on the lead. And I apply the same structure with all my dog include my little breed dog.
⚠️I do not say do not let your dog being a dog and sniff when you authorised him. Sniffing is important for a dog during his walks is important to realise stress, and avoid frustration.

Start inside secure place, practice and practice, and you will get result. If you need help please hire a dog trainer as dog walker, or a dog walker who will apply this structure.
It will prevent your dog from being reactive, for you to get hurt.
