BREAKING: On May 10, the Hall County Board of Commissioners unanimously passed two key animal ordinances that will combat puppy mills and backyard breeders by prohibiting the sale of dogs and cats in pet stores AND the sale of dogs, cats and domestic rabbits in transient, outdoor locations such as parking lots, roadsides, and flea markets.

The GPC would like to express a very special thank you to the Hall County Commissioners for their leadership, advocates Marci Knauss and Jennifer Loggins for spearheading the effort, and Professor Lisa Milot (UGA School of Law), Debra Berger (State Director - HSUS), and Peggy McCarthey (GPC) for providing consultation and support materials.

Hall County joins 461 municipalities nationwide, including 13 in Georgia, and five states with similar bans on the retail sales of dogs and cats. Eight municipalities in Georgia have some type of restriction on the outdoor sales of pets. Ethical breeders do not sell their litters to pet stores or passersby in parking lots.
