So true. People have pets that are not spayed and neutered and are getting out the front door, leave by gate or jump the fence. With so many shelters, rescue groups, and foster homes these groups are working extra hard dealing with dogs and cats because owners will not spay and neuter. Any dog cat picked up should have to pay a hefty fine and their pet will be given shots, spay/neuter and microchipped. People will not take responsibility.
