The City of Cedar Rapids is proposing new ordinances for the practice of trap-neuter-return (TNR) that could go into effect next month. Iowa Humane Alliance and many other animal welfare advocates have concerns and have created a petition opposing the new ordinance. The new ordinance is quite lengthy, so we have listed some of the barriers that colony caretakers will face. Please stop by our clinic during regular business hours to add your signature in support of progressive and humane TNR ordinances.

• Requires feral cat managers be permitted through the city.
• Feral cat managers must notify residents within a two-block radius of a feeding station via door hanger.
• Feral cat managers must carry liability insurance.
• Feral cat managers must file an annual report to CRACC, listing the number of cats in the colony, number of kittens, number of deaths etc.
• Feral cat managers have only two days to reclaim impounded feral cats (normal stray hold is five days). Unclaimed feral cats will most likely be euthanized.
• Violating the provisions of the ordinance is subject to fines up to $300 on the third offense.
