Dogs do not need to *meet* on walks in the neighborhood.
Dogs need to learn how to tolerate the presence of other dogs without conflict or being overly 'friendly'. It rarely ends well when dogs are allowed to greet while leashed.
Sitting calmly while owners converse, waiting to cross the road or escorting the kids to the bus stop is easier on everybody.
The presence of another dog should be as uneventful as any other routine in your dog's life.
Everybody's dog is capable of performing when there are no distractions. Where people struggle is when their dog shows more interest in the environment than in them.
