HB 92 will be voted on by the Texas House of Representatives on Monday, April 17! It is urgent that you call your State Representative TODAY, Friday April 13, in support!
HB 92 is a self-reliance bill that guarantees the right of a property owner to conduct activities on the individual's homestead property to secure for the residents of that property access to food, water, electric power, and shelter. This includes the right to keep up to 6 laying hens, 6 adult rabbits (or a combination of no more than 8 of these animals), the right to have a fruit or vegetable garden, the right to run a cottage food business, harvest rainwater, install solar panels, and keep a standby electrical generator.
The bill includes the ability for HOAs to impose reasonable regulations to control noise, odor, sanitation, and appearance (as long as those regulations don't outright prevent the activity). The bill does NOT include the right to keep roosters.
Supply chain problems, weather disasters, and global unrest are all contributing to food insecurity. This bill allows Texans to provide for themselves rather than them being at the mercy of when the trucks arrive at the grocery store.
