To qualify, applicants must be Delaware residents, 18 or older, and the owner of the dog or cat. They must participate in one of the following programs:
1. General Assistance;
2. Temporary Assistance to Needy Families;
3. Supplemental Nutrition Assistance Program;
4. Delaware Medical Assistance;
5. Women, Infants, and Children Program;
6. Social Security Supplemental Security Income;
7. Social Security Disability; or
8. Veterans Administration Disability Compensation
