The Captive Primate Safety Act (HB 1776/SB 2562) and the Big Cat Public Safety Act (HB 1380/SB 2561) were introduced into the U.S. House of Representatives at the start of this session. Proponents of HB 1776/1380 and SB 2561/2562) laud it as a bi-partisan effort to “prohibit private ownership of captive lions, tigers, primates and others in the US.” — in other words, pets. However, this characterization appears not only disingenuous. If passed as written, the primary impact of these two bills would not be only be on pet owners, but on zoos and sanctuaries that are not ideologically aligned with animal rights advocates espousing historical anti-captive wildlife.
As usually, and the most predictable tactic the AR push for on bills that they support, is to get a bill’s sponsors to bring up a “suspend the rules” vote on a bill. THIS WEEK the Big Cat Public Safety Act is headed for that move.
