Wow! This could make more people drive to PA for puppy mill dogs but I still think the ideas in the right intention. Would be nice if animal abuse was an enforceable felony wouldn’t it? It would be nice to allow pet stores to sell dogs from reputable breeders with clear ideas of what that means. So being that all other standards of animal care are so poorly managed I guess you start with something

The ban, which takes effect in December 2024, is meant to prevent the sale of animals raised by commercial breeders accused of keeping them in inhumane conditions.

Side note for people who just decide any dog will do…I have a dog because someone just decided to make a puppy as a cure for their anxiety. Training is a key word here as well. Try to remember that when we are stressed, in the way the world is today even more so....our dogs feel it and react to it. They have no idea why it is, they just know it is. Even if they are trying to comfort you, they may behave differently. Look for signs of stress in them and be ready to add some order to their world as this is what they need. Good walks, training sessions. Those things.
