I often find Iliopsoas pain during my exams, but most often it's not the primary injury. Many other problems can cause Iliopsoas pain and functional shortening, including hip problems, stifle problems, and Lumbo-sacral issues. If your dog has reoccurring Iliopsoas issues it may be that the primary problem has not yet been addressed.
