Yesterday, January 23, 2025, a massive collaborative effort between the Citrus County Sheriff's Office (CCSO) Animal Control Officers and Citrus County Animal Services resulted in the rescue of 90 dogs from a Hernando home. Animal Control Officers (ACO) described the living conditions both inside the home and around the property as “deplorable” and “severe”.

The Animal Control Unit has dealt with the homeowner, 79-year-old Elouise Leland, as a breeder and animal owner for more than 12 years. In 2013, Leland was issued multiple civil citations relating to inhumane living conditions of livestock in her possession, including pigs, goats, chickens, and ducks, as well as dogs and cats kept in inadequate pens with no access to water, shelter, or sufficient medical care. As a result of ACO’s interventions, Leland surrendered all livestock.

Last week during a routine check-in, ACO’s observed several dogs with obvious medical ailments and sub-par living conditions, upon which Leland was given notice to correct the issues.

When deputies and ACO’s returned to the residence Thursday morning, conditions had significantly declined, including the discovery of a deceased dog in one of the outdoor enclosures. The collaborative team worked tirelessly to ensure the safe removal of each animal from the property, providing immediate care and transportation to a secure location for further evaluation and treatment.

Citrus County Animal Services and ASPCA (American Society for the Prevention of Cruelty to Animals) responders have been instrumental in providing ongoing support, including medical evaluations, food, and shelter for the rescued dogs. Forensic veterinarians with the ASPCA are conducting intake exams to document the animals’ health conditions, which will aid in building a case against Leland.

Due to the extensive strain on resources being utilized by Animal Services, a dire need exists for foster-ready households and individuals who are inclined to adopt to accommodate the overflow of pets currently at the shelter. Animals involved in this case are not available for fostering or adoption at this time.

Elouise Leland was arrested on one felony count and five misdemeanor counts of animal cruelty, with the potential for additional charges pending the results of forensic intake exams.

Xylitol can be found in a lot of products and it's now being labeled as Birch Sugar because it's extracted from Birch bark. It's toxic to dogs, cats and ferrets. Check your peanut butter ingredients before you give your animals any and if they get into something they shouldn't have, read the ingredients to know if you should get them to the vet right away!

My Zara girl has every toy & plush bed etc., a girl could want so for Christmas she got the gift of good health! An amazing dental cleaning performed by Alex of Bright-N-Shine! He came to the house this morning in his fully equipped van, gave her some sweet one on one lovin’ & cleaned the toxins from her mouth/teeth for a fraction of the cost at the vet & NO anesthesia!! My girls LOVE the one on one care & I love the fact I can keep them healthy with fewer illnesses & vet visits when their teeth & gums aren’t leaching poisonous plaque & bacteria into their systems!

I’ve said it every year…if you’re the type of person to take your senior to the pound when it’s been loyal to you all its life & then you go get a puppy for Christmas - I’m NOT your groomer! We have nothing in common! Give your dogs the loyalty they give you or don’t step foot in our shop!
