High-volume puppy mill breeders are exploiting loopholes to profit under the guise of "rescues" in New Jersey. Retail rescues like Pixies and Paws Rescue in Wharton, NJ are reported to be sourcing hundreds of pups, many that are sick or with communicable diseases/parasites, charging outrageous "adoption fees" of $1,500+ after buying them for as little as $200-$300. This practice perpetuates animal cruelty, defrauds consumers, and spreads health risks in our communities.

The claim that Pixies and Paws' dogs are “pet store rejects” doesn’t add up. Under the New Jersey Pet Store Protection Act, 🐾 pet stores in NJ cannot buy from breeders with one major violation 🚫 or two minor violations ⚠️ in the two years before transporting dogs into the state. Yet, some of the Cavalier King Charles Spaniels Pixies and Paws is "offering for adoption" come from breeders who fail to meet this standard—like Leroy Burkholder, who has documented violations.
Here’s why this matters:
🐶 Major violations such as lack of food or water, untreated illnesses, or unsanitary conditions directly threaten animal health and welfare.
🐕 Minor violations involve issues like poor recordkeeping or minor facility maintenance but still reflect noncompliance.
These dogs are not "pet store rejects." 🚨 Pixies and Paws is bringing dogs into NJ that pet stores cannot even legally sell under the Pet Store Protection Plan Act, bypassing safeguards meant to protect both animals and adopters.

🚨 Nearly 700 Puppies Purchased for Profit While Shelter Dogs Are Being Killed 🚨
Recent records from Ohio show that Pixies and Paws has brought 696 puppies into NJ, buying in bulk from large-scale breeders while presenting themselves as a “rescue.” Unlike true rescues, we believe Pixies and Paws operates as a pet dealer, focused on profit rather than saving at-risk shelter animals.
One Pixies and Paws foster stated these 700 dogs were "rescued from horrific conditions," even claiming they were saved from being “burned to death.” However, when people spoke to some of the breeders who supply Pixies and Paws they describe routine, large-scale transactions—typical of commercial breeding—with no imminent danger to these puppies.
The Impact: 🔹 True Rescues focus on helping at-risk animals in shelters or from cruelty situations, rely on donations, and prioritize animal welfare over profit. 🔹 Pet Dealers like Pixies and Paws (in our opinion) buy puppies in bulk for resale, taking up some amount of foster resources that could have gone to shelter dogs in need.

NJ shelters are overcrowded and forced to euthanize adoptable dogs due to lack of space and foster families.
