Address reactivity by addressing the dog's emotional response, by helping them change how they feel about their triggers.
It's not about demanding them to shut up and sit. That only shuts down the dog
And for some dogs, it takes time--for some months or maybe longer. We set them up to succeed and start at the level they can handle and incrementally increase the difficulty. We intentionally do not put them in situations they can't handle well.
With Amber, she is able to calmly watch another dog with the right amount of distance from the other dog. I have faith in her that over time she will close the gap and be less stressed about seeing another dog.
Start where your dog can succeed and be patient with them.

Great job Oreo! Both she and her humans are practicing disengagement from her triggers—whether we ask her when she fixates on them or she does so on her own. We start at the right distance where she can think and choose to not overreact. Today the right distance for her to succeed is way more than across the street in a neighborhood. At the end we ask her to move away from a potential trigger walking towards us on the sidewalk and she happily comes away. Overtime, she will become comfortable, confident, not care about her current triggers and be able to past them.
