From your dog's point of view, there is a bully causing problems and it's your dog's responsibility as the hero, to stop it. The bully (or perceived bully in most cases) is the other dog, in your dog's eyes.

If the dog is not doing what we expect during training. It helps to stop to do 6 things:
"Look" around at the environment,
"Breathe" the air,
"Listen" to ambient sound.
"Taste" the wind (or the treats, water, chewies, or grass) the dog may have tasted, and
"Touch" the dog all over to see what's going on.

That's the 5 senses. Sight, Scent, Hearing, Taste, and Touch.

I remember... one dog I was helping to evaluate for CGC would not sit still. I walked over to the dog, and the poor thing was sitting on an angry mob of ants. He was more tolerant than I would have been with ants chewing on me.

Then, evaluate your own 5 senses to see if you are giving the wrong signals.
