Basically the Parson Russell was bred as a hunting dog for fox's etc to follow the horses. The Gordie's adopted the Parson as their own breed but what they wanted was more for hunting rabbits on foot and ridding houses and barns of rats so long legged animals were at a disadvantage for going down rat/rabbit holes and getting into the nooks and crannies around farms and houses. So the legs were bred out to give a terrier with the heart of a Parson Russell but in a more compact body - commonly called Jack's by the Geordies and North Countrymen
