New CDC Dog Importation Rules Coming August 1, 2024
Dear CKC Members,
To protect the health and safety of people and animals and prevent the reintroduction and spread of dog-maintained rabies virus variant (DMRVV) in the United States, the U.S. Centers for Disease Control and Prevention (CDC) recently announced changes to the requirements for the importation of cats and dogs into the United States, effective August 1, 2024.
While CKC recognizes the need to reduce the risk of bringing rabies into the US, we understand that these regulatory barriers will unduly impact many responsible CKC members, such as those who work with US counterparts to diversify breeding programs, travel to the US to compete in shows, utilize US veterinary services, and provide puppies to US citizens. Given the seriousness of this impact, we are in contact with the American Kennel Club Government Relations team and other stakeholders to gather additional information, as well as explore whether there are ways we could advocate together, on behalf of our members to ensure that your interests are well represented.
CDC first implemented the temporary suspension of dogs into the US from DMRVV high-risk countries in July 2021 and most recently expanded the requirements to standardize the dog importation process in the US.
The new regulation states that all dogs imported into the US must meet the following requirements (Including dogs returning from the US after travelling abroad):
Be healthy upon arrival
Be at least 6 months of age
Have an ISO-compatible microchip (implanted prior to any required rabies vaccinations)
Have a CDC Dog Import Form receipt
Have additional documents depending on where the dog has been in the last 6 months and whether or not the dog was vaccinated in the United States.
Additional requirements will be needed for dogs imported from countries designated as high-risk for DMRVV (canine rabies). These requirements may include arriving at a port with a CDC-registered animal care facility (ACF), an appointment with an ACF prior to import, and quarantine.
The purpose of CDCâs new rule (as they have stated) includes:
Preventing the reintroduction and spread of dog-maintained rabies virus variant (DMRVV) in the United States
Aligning with the World Organisation for Animal Healthâs standards for the international movement of dogs from countries determined to be a high-risk for dog rabies
Preventing and deterring the importation of dogs with falsified or fraudulent rabies vaccine documentation and importers from circumventing dog import regulations
Supporting CDCâs efforts to improve data collection related to dog importation, including tracking the total number of dog importations

Dog Importation Regulation; New Rules will Start August 1, 2024
CDC is updating its dog importation regulation to protect the health and safety of people and animals by making sure any dog arriving in the United States is healthy and doesnât present a risk to our communities.
Starting on August 1, 2024, all dogs entering the United States must:
Appear healthy upon arrival;
Be at least six months of age;
Be microchipped; and
Be accompanied by a CDC Dog Import Form online submission receipt.
Additional requirements are based on where the dog has been in the last six months and whether or not the dog was vaccinated in the United States. For dogs arriving from countries with a high risk of dog rabies, they must be protected against rabies.
The rabies virus variant carried by dogs (dog rabies) was eliminated in the United States in 2007 and CDC wants to prevent the re-introduction of dog rabies into the United States. This regulation builds on lessons learned from the COVID-19 pandemic when a temporary suspension was enacted for the importation of dogs from countries with a high risk of rabies. This suspension will expire when the updated regulation goes into effect on August 1, 2024. The regulation also more closely aligns with the World Organisation for Animal Healthâs standards for the international movement of dogs from countries with a high risk of dog rabies. In the world of c**n hunting, the hound that âgives tongueâ on something that isnât there is called a âbabbler.â In that world, telling the houndâs owner (who, trust us, already knows), that they have a âbabblerâ is akin to the insult leveled in the terrific movie, Sandlot, where the worst insult a kid could throw at another player was that he played like a girl.
If only. In 2012, Monica Abbott pitched a softball at 77 miles per hour. Sandlot kid would have been thrilled with that. But we digress.
Hunting a smell that isnât there isnât limited to a novice or enthusiastic c**nhound. Thereâs a name for a hunting Beagle who follows a non-existent scent or trail, as well, and itâs the colorful phrase, âGhost Running.â Owners canât always know that their hound is ghost running, but a good indication is when one dog barking, and the rest of pack is silent. Some hunters advise that the owner stand still on or near the line that the dog is running â and wait. Rabbits run in a circle, and if the dog comes around twice but a rabbit is never seen, odds are good that s/he might be ghost trialing.
HoweverâŚ..
The dog might also be cold trailing which means that there used to be a rabbit along the line, but the scent is old. If anything, it suggests that the dog could have a âbigâ nose, but the other hounds canât smell it, or simply choose to ignore it because it isnât fresh.
And you thought scent hunting was cut and dry.

Good and Lucky
KC of Buffalo, 1957: Pointer Ch. Vilmarâs Lucky is Best in Show under judge Dr. J.P. McCain. The stunning liver-and-white, breeder-owner-handled by Mary Ann Wadsworth Rich, of Auburn, N.Y., won a record-setting four consecutive American Pointer Club specialty Bests of Breed. The first of these wins came in 1954 under Paul Palmer from the classes, and his fourth was judged by Geraldine Rockefeller Dodge, both APC Hall of Famers.
Lucky was shown 40 times and retired with 38 BOBs, 28 group wins, and 12 Bests in Show. Mrs. Rich called him âan elegant and breathtaking mover.â Dr. Robert F. Parker said Lucky was the most properly built Pointer of all. Another fan was the revered all-rounder Alva Rosenberg, who called him âas sound a Pointer as can be seen.â
The APC Hall of Fame page tells us, âBred very sparingly, he is the sire of three champions, and through Ch. Kenmureâs Rarity is in the pedigree of Ch. Truewithem a Taste of Triumph, Ch. Marjetta National Acclaim, Ch. Cumbrian Black Pearl, and DC Woodspoint Re*****on, CD MH VAX, all in the Hall of Fame.â
Also from APC, we learn that Mrs. Rich was a professional pilot: âIn 1943, she became only the seventh woman in the United States to have an instrument (blind flying) rating. She worked as a commercial pilot qualified to fly the U.S. Mail before turning her talents to breeding and exhibiting nine generations of splendid Vilmar champions between 1946 and the 1960s.â

Hereâs a lovely Tauskey portrait of Black and Tan Coonhound Ch. Karlenaâs Musical Rattler, an all-time c**nhound legend who won his breed at Westminster for a record nine consecutive years in the 1950s and â60s.
Anne Rogers (Clark), famous for her way with Poodles and English Cockers, also maintained an interest in Black and Tans during her handling career. An interesting tidbit from the February 10, 1964, Sports Illustrated:
âSuperstitious to an extreme, [Rogers] regards half-dollars as lucky pieces, just as she does the dice which she sews to the end of every show lead. Among the potential Westminster winners thus protected against fate at the Garden this year will be a one-year-old named Karlenaâs Musical Rattler II, better known as Junior. (âWhat else?â says Miss Rogers.) Junior is Miss Rogersâ very own dog and a splendid-looking animal but, unlike most of her favorites, he is not a poodle but a c**nhound. And he is not a bit likely to make best-in-show.
âJuniorâs father, Ch. Karlenaâs Musical Rattler, holds the record at Westminster for most consecutive best-of-breed wins, and was never beaten anywhere by any other c**nhound, but JuniorâMiss Rogers confessesâis not quite the dog his father was. She is entering him in the show just the same. Why? âI always have a c**nhound at the Westminster,â says Anne Hone Rogers, a dog lady who believes in adding luck to good management. âItâs a superstition.â â
