URGENT: in New Jersey, dogs cannot be chained 24/7 anymore. The NJ state police did a seizure last night for a dog that was reported to us left outside, below freezing temperatures without proper shelter, chained with a metal choker collar.  if you see any chained dogs on freezing temperatures or any pets without proper shelter, PLEASE call your police department immediately and follow up!!! it could save a life, especially in these below freezing temperatures. Thank you to the New Jersey state police trooper, who followed up last night with a complaint from a neighbor and called us.
