News from the Humane Society of Louisiana: we're pleased to announce that we'll have two guest speakers at our meeting this Saturday, August 5th, (11: 30 am - 1: 00 pm) at the main branch of the Livingston Library in the town of Livingston. We'll be meeting at 20390 Iowa St, Livingston, LA 70754. The first speaker will be Councilman Jeff Ard, who is running for Parish President. The second speaker will be Alli Castle.

Alli Castle is running for Livingston Parish Council, District 3, and has offered to speak on her interest in establishing animal control services! Here are her words:

"As a candidate for Livingston Parish Council District 3 and a passionate advocate for animal welfare, I know the importance of finding sustainable funding solutions to support and improve animal control services in our parish am excited to listen to the insights shared during the meeting and eager to contribute in any way possible to the cause. I know that by working together, we can make a significant impact on the lives of animals in Livingston Parish."

Update from the Humane Society of Louisiana: here's some positive news from Livingston parish. We recently had a candid, productive, and constructive 35-minute conversation with Layton Ricks, Livingston Parish President, regarding the welfare of animals. It turns out, we have far more in common than either of us realized. We feel that we can form a good working relationship and achieve some realistic goals going forward.

We plan to meet in person within the next 2 - 3 weeks, and we may form a study committee that will explore raising funds through a variety of different means, including applying for federal and state grants, grants from local and national foundations, and hosting special events.

Our primary goal is to reduce the suffering of animals in Livingston parish and provide more resources for the public and the parish shelter.

We will inform you of additional developments as they become available.

Update from the Humane Society of Louisiana: We plan to work even harder to help and aid more animals in need in the coming months and years. We plan to focus most of our future efforts on establishing new humane and rescue groups around the state, so hundreds of more volunteers will be activated and engaged and lobbying elected officials to increase the budgets for animal control services. You can help our efforts by:

1. joining our monthly pledge program called the Defenders Circle for as little as $10. Facebook will also double the pledges through the end of December (FB has a monthly donate button on our most recent appeal to give to our Emergency Veterinary Fund (or, you can join here: https://donatenow.networkforgood.org/defenderscircle)

2. naming our group as your charity of choice under the Amazon Smile charitable giving program. Once registered (https://smile.amazon.com/charity?orig=%2F), we'll receive a small percentage of each order;

3. registering our group under your name on IGive.com. This e-commerce platform will donate to our charity for every purchase you make with them; and/or

Update from the Humane Society of Louisiana

Dear Friends,

Today, we are officially kicking off our Help Our Homeless Pets campaign by contacting each Livingston parish council member and Layton Ricks, the parish president. As part of our campaign, we are identifying some of the issues associated with the pet overpopulation crisis in Livingston parish and asking that they increase its annual animal control budget by more than $100,000.

Currently, the small animal control department receives $300,000 a year and only responds to bite cases, aggressive dog calls, and cruelty cases referred to them by the sheriff's department.
The additional funds would allow the shelter to pay for medical care, additional supplies, and another part-time or full-time employee. Here is a copy of the email we sent to each councilmember -

Councilmember Ard,

I hope you are doing well. I am the director of the Humane Society of Louisiana, a position I've held since 1988. Since that time, we have fielded thousands upon thousands of calls for assistance from Livingston parish. The calls range from asking us to pick up stray animals, to reporting animals being abused, to seeking assistance during our recent natural disasters. We obviously can't respond to every call, but we still manage to stay very active in your parish - providing as many services as we can, at a cost of thousands of dollars to us each year.

Livingston, if you weren't aware, is listed as a parish that provides very few resources to combat your ever growing pet overpopulation problems. A quick look on any of the social media sites devoted to helping homeless pets in Livingston Parish, such as this one:
https://www.facebook.com/groups/lostpetslivingston and you'll see page after page and countless posts of people dealing with pet overpopulation issues.

With an annual budget of only $300,000 for animal services, Livingston Parish spends less than .35 per person, providing these essential programs. By comparison, municipalities spend much more per capita than your parish. Here are three are listed in a recent Louisiana Legislative Auditor's report on this subject: (see page 14)

City of Walker annual budget $267,200 per capita spending: $42.7
City of Sulphur annual budget $362,560 per capita spending: $18.00
City of Ruston annual budget $282,484 per capita spending: $12.9

After speaking with your shelter employees, it's clear that they are in desperate need of additional funding for veterinary care, additional supplies, and an additional part-time or full-time employee. For that reason, we are requesting that your council (police jury) increase the animal sheltering budget by $100,000 during the next budget cycle. These funds would ease the burden of your community and parish workers faced with a daily uphill battle to contain your growing pet overpopulation problem.
