Pet Abduction Bill becomes law

New legislation creates specific offences for dog and cat abduction in England and Northern Ireland

Abducting a pet will today become a criminal offence after the Pet Abduction Bill received Royal Assent (24 May).

Under the Pet Abduction Act 2024 – which was a Private Members’ Bill sponsored by Anna Firth MP and Lord Black of Brentwood and supported by the Government – anyone found guilty of stealing a pet in England or Northern Ireland will face up to five years in prison, a fine, or both.

The new law recognises that cats and dogs are not inanimate objects but sentient beings capable of experiencing distress and other emotional trauma when they are stolen from their owners or keepers.

Evidence from the Pet Theft Taskforce suggests around 2,000 dog and over 400 cat theft crimes were reported to police in 2020, causing considerable distress for owners and their pets alike. With an estimated 28% of UK adults owning a dog and 24% owning a cat, pet theft is a major concern to the public.

Support for the Act builds upon wider action to protect pets from theft, including making the microchipping of cats compulsory from 10 June 2024. This makes it easier for lost, stray or stolen pets to be reunited with their owners and returned home safely.

Thank you everyone who signed the petitions and who wrote to your MPs. This proves small grass roots campaigning works, the public support to protect their pets was overwhelming and we are so grateful to you all.

Our work is not over yet as although Defra say that introducing compulsory cat microchipping, 10th June, “This makes it easier for lost, stray or stolen pets to be reunited with their owners and returned home safely.” Defra are fully aware that the veterinary sector, who have been taken over by the giant corporate businesses, who make billions of pounds from UK pet owners, will not make it compulsory to check microchip registration at pets first veterinary treatment to reunite sold on missing pets with their families, or help families check their own microchip registration is correctly registered on a database that meets Government standards. This is a huge loophole allowed to continue by RCVS, BVA & Defra 💔. Compulsory Dog Microchipping became law in April 2016

Lucky Phes is now back home, with special thanks to Maria Walker, a group searcher with Facebook group Drone SAR For Lost Dogs UK a national free, award winning service.

Graham Burton updated the
Group: “I have just received the amazing news Phes, has now been reunited back with her family ❤️❤️ It appears Phes, walked into somebody’s house the home owner then contacted this local company who took Phes, to a vet to have the chip checked which were all up to date with owners details.

It then appears this company tried to change the chip details twice into somebody else’s name and address!

With the amazing work carried out by our GS Maria Walker, she was able to track Phes, down and inform this company they were acting illegally.

The police were involved and thankfully Phes, was handed back over to her family earlier this evening ❤️❤️

It’s also worth noting the vet who scanned Phes, to find out her chip details failed in his/her duty of care as he/she should have alerted the microchip database or the dog warden not trust her to go back to this company and that they would do the right thing.

Massive well done to all involved in this search and rescue and especially Maria Walker, who did all the detective work to enable all this to happen.

Please keep your chip details updated. If you move or change your phone number the chip company must be made aware.

FRAUDULENT MICROCHIP DATABASES WARNING:

PetsMicrochip, PetMicrochip, PetChipDetails, All Paws and UKPetChipRegistry are SCAM MICROCHIP DATABASES.

You are paying for a service that is not a Government approved pet database. You will also be potentially leaving yourself vulnerable to identity fraud as your personal details are on their website and in some instances, they are making this information available to the public. But worse still if your dog or cat are lost and their microchip registration is checked, the chip will either show as unregistered or with no contact information to reach you.

If you recognise that you may have accidentally signed up to any of these sites – we hope you have sufficient information to know what to do next. Whilst you’ll be looking to receive your funds back from them, it’s more important that you register your pet with an approved pet microchip database immediately – a pet can go missing at any time and it’s important that vets and wardens are able to obtain your contact details in that situation.

If you cannot find your pet’s microchip number the following might help:

🐾 Contact your usual vet as they may have recorded the number on their client records.

🐾 Contact the microchip implanter, if not your usual vet.

🐾 Take your pet to be scanned at your local vet, rescue centre or dog warden service.

It’s been a productive year in helping to reduce pet theft and yet the numbers are still rising.

The 12th annual is nearly upon us (March 14th to 21st). Thank you in advance to all the pet owners, businesses, and organisations for sharing these posts and creating your own pet theft content.

For every stolen pet there are several broken hearts and ruined lives. Ask yourself if you can do more to prevent your pets from being stolen. Ensure you don't add to the misery by 'owning' someone else's loved one.

WHAT'S BEEN HAPPENING?

COMPULSORY CAT MICROCHIPPING It's a very important year for missing and stolen pet legislation.
IS YOUR CAT CHIPPED?
"All pet cats in England must be microchipped by 10 June 2024 (from 20 weeks of age). You will be given 21 days to get your cat chipped or face a fine of up to £500 if you don’t comply.". (Cats Protection)

IS THIS THE YEAR WHEN PET ABDUCTION BECOMES LAW?
We sincerely hope Anna Firth MP's Pet Abduction Private Member's Bill comes to fruition in this parliament. Her Bill outlines two separate offences: dog abduction and cat abduction, but there is scope to add animals of other species at a later date. It is vital the legislation isn't watered-down and the inclusion of cats does not get dropped.

CAT ABDUCTION OFFENCE.
Recently there has been a lot of fake news on this subject in the media. Anna Firth's Bill is sensible in that it recognises a cat's right to roam and does NOT seek to penalise well-meaning cat lovers who feed or allow them to come in (and crucially, OUT) of their gardens and homes. Nor will it seek to punish those in family ownership disputes since it excludes those who have previously lived together. Cat owners love their pets as much as dog owners so Anna's Pet Abduction Bill will target those who purposefully and knowingly steal cats, particularly those who steal for profit. Instead the Bill makes clear that 'causing or inducing a cat to accompany a person' will risk triggering the offence.

Times are REALLY tough for rescues right now, they are literally choc full pets, so many of which are 'lockdown puppies' - the dogs that were bought on a whim, not properly trained or socialised, only to find themselves abandoned and homeless when they start showing the inevitable unwanted behaviours.

Scary stats about the number of dogs who couldn’t be reunited due to wrong or zero owner details on the microchip register.

It’s a shame though that even a charity like Dogs Trust is not advising people that they can choose where their data is stored and they don’t have to pay to update their details. 😕

We may not be as big as other registers so it’s harder to spread the word, so please like and share this post!
