tldr;
1. U.S. DOT has published new rules for flying with service animals. Familiarize yourself: https://www.transportation.gov/briefing-room/us-department-transportation-announces-final-rule-traveling-air-service-animals

2. Psychiatric care dogs *are* service animals. Emotional support dogs are pets. Pets are left to the airline's discretion.

3. Handlers, will need to submit mandated service dog-forms.

4. Service dog handers will be able to check in online or at a kiosk.

5. Up to 2 service dog per handler and they must fit into the foot space of handler. Individual airlines can override this for bigger and more dogs.

Our take: Overall, this is a great step in the right direction to support our disabled and service dogs. Traveling with pets is still a huge problem with lots of opportunities for innovative airlines. We would like to see more (all) dogs go through adequate training to be effective emotional support dogs. Proper training and recognition for the effect of our dogs on our mental health will make it easier for airlines and the department of transportation to adopt innovative solutions so we may fly with ease with our dogs.
