This weather central Illinois is experiencing can turn deadly for outdoor pets very quickly. Even if your dog is thick furred -20 wind chills will still freeze paws, snouts, etc if not properly sheltered. PLEASE if you see an animal in distress contact someone immediately (police, humane society, us,) before it’s too late.

The temperatures will be dropping into the low 20’s and possibly the teens this weekend with a pretty high probability of heavy snow/freezing rain and ice. These conditions without adequate shelter are a recipe for disaster for outdoor dogs. If you see a dog that is not being properly cared for especially short haired dogs who are not particularly well suited for inclement weather please contact local law enforcement immediately and our page as well so we can follow up on your behalf. Use good judgement meaning if you see a husky out rolling in the snow for an hour that is NOT an emergency (my dogs love snow and cold) HOWEVER even long haired dogs need adequate shelter during harsh weather.

Central Illinois animal outreach (CIAO) was created to further assist our local resources in the prevention of animal abuse and neglect. We are not a legal organization, we do not have employees, we are strictly a volunteer service. If you encounter animal abuse or neglect you should always contact local law enforcement first, we are simply a second resource to assist in the follow up process of ensuring the situation is amended. It’s very important that people are aware of what constitutes neglect or abuse, for instance an animal who has adequate shelter food and water even if they are chained up outside is typically not considered neglect or abuse however there are instances where this is not the case given extreme weather situations. Any animal that is left outside for an extended period of time without adequate shelter, food, and water or is endangered in some other way would constitute a reasonable suspicion and therefore reporting of animal abuse or neglect. Our local law enforcement and animal rescue agencies have a lot on their plates so we aim to serve as a supplemental resource in the fight against animal abuse. We are available 24/7 365 days a week so please do not hesitate to send us a private message with the pertinent details of what you believe is an animal abuse or neglect case.
