Central Illinois animal outreach (CIAO) was created to further assist our local resources in the prevention of animal abuse and neglect. We are not a legal organization, we do not have employees, we are strictly a volunteer service. If you encounter animal abuse or neglect you should always contact local law enforcement first, we are simply a second resource to assist in the follow up process of ensuring the situation is amended. It’s very important that people are aware of what constitutes neglect or abuse, for instance an animal who has adequate shelter food and water even if they are chained up outside is typically not considered neglect or abuse however there are instances where this is not the case given extreme weather situations. Any animal that is left outside for an extended period of time without adequate shelter, food, and water or is endangered in some other way would constitute a reasonable suspicion and therefore reporting of animal abuse or neglect. Our local law enforcement and animal rescue agencies have a lot on their plates so we aim to serve as a supplemental resource in the fight against animal abuse.
