The Fulton County Animal Welfare Board will be holding its regularly scheduled meeting on 5 p.m. -7 p.m., Monday, April 29, 2024 in the FULCO Lab - 141 Pryor Street, SW
Atlanta, GA 30303, Suite 3097 to address various policies and procedures impacting the county’s Animal Shelter. Meeting highlights will include a quality shelter report from LifeLine Animal Project, a county management report from AFCEMA and Animal Welfare Board Committee updates.

We’re happy to share that the Atlanta City Council voted unanimously to authorize Mayor Dickens to sign the needed intergovernmental agreement with Fulton County that would bring animal services back to Atlanta residents. The legislation has been sent to the Mayor’s office for immediate signature.
Once signed, animal services will be restored.
Thank you all for showing our local leaders the importance and value of animal services. We hope that Mayor Dickens takes the next step expeditiously and does not prolong returning a much needed and used service to Atlantans.

There’s been a lot of news coverage about the hold on providing animal services to the City of Atlanta by Fulton County, but no one has fully explained what led to it. In particular, the reasons the County Commission rejected a Letter of Intent (LOI) proffered by the Mayor have not been discussed. The following information provides clarity and context, as well as what action YOU can take next to voice your support to get animal services reinstated within the City of Atlanta.
Below is a link to the Fulton County Commissioners meeting on 4/10/24, where they discussed the LOI.
To break it down, here are the cliffsnotes:
Discussions about the budget increase between Fulton County Commissioners and Atlanta’s Mayor started last October. On Tuesday, April 9th, the Mayor sent an LOI to the County, while the Atlanta City Council was on a week-long recess. In the April 10th meeting, Fulton County commissioners discussed if they would accept the LOI.
We learned two things, per the Constitution of the State of Georgia:
The County cannot provide animal services to cities without a signed intergovernmental agreement in place. A letter of intent is not a contract and does not meet the constitutional requirement.
In order for the budget to be accepted, City Council members have to vote it in as approved and that has to be either ratified by the Mayor or then voted in as an ordinance.
These discussions have been going on since October and yet nothing has been presented to the Atlanta City Council.
If a majority of the City Council votes in favor of the budget increase at their April 15th meeting, the Mayor COULD sign and ratify it. The process typically takes two meetings, (one for the committee to vote on it, and a second to vote it in as an ordinance) meaning this could drag out until May 6th!
Let your City Council members know that this is unacceptable and you want them to vote YES on the 2024 animal services budget! Let them know you want services restored ASAP. If you can, attend the City Council meeting in-person or submit an online comment. Tell them why this matters to you!

Services to Atlanta were stopped on April 5 after officials said the county had been operating out of good faith efforts for more than three months.

🚨🚨🚨 As of 5pm on Friday, the City of Atlanta no longer receives Fulton County animal control services because the city could not come to an agreement on contract terms 🚨🚨🚨
Of the 15 cities in Fulton County, the City of Atlanta is the only one that has refused to cover the new cost. So what does this mean?
It means that as an Atlanta resident:
➡️ any calls you make for stray or loose dogs will be answered by APD and brought to an unknown location (instead of the new Fulton County Animal shelter many community members advocated for)
➡️ any lost or found dog, surrendered animal, or animal picked up for cruelty/neglect in the city of Atlanta will no longer be able to be taken in by the new shelter
➡️ any calls to investigate cruelty or neglect will have to be handled by an already stretched APD force (instead of a dedicated and experienced Fulton County Animal Control unit)
All Fulton County cities knew about this increase in advance and have accepted the new animal services agreement, except Atlanta, which is responsible for approximately 55% of the ACO calls in the county. All Fulton County cities will continue to receive services, except Atlanta. This is unacceptable.
Atlanta City Council needs to hear our voices. Join us in asking them to do the responsible thing. Please SHARE this post and EMAIL the following Atlanta City Council members to let them know that you support continuation of services to the city.

An estimated 55% of calls to Fulton County Animal Services come from the City of Atlanta.
Animal Control Services is not a luxury to our community. It is a community necessity and an asset. The shelter provides a place to keep strays off the streets, a place for owners to surrender as a last resort, and a place to get free shots as part of their community programs.
I am urging you to put your residents (and voting constituents) first! Resolve this issue NOW so that the county can continue services to City of Atlanta residents!

2 WEEK FOSTERS NEEDED! The county needs to repaint several dog kennel sections of the shelter due to a defect in the original paint formula. This will require that humans and animals vacate specific areas for at least eight days while the paint cures. 30 large dogs will need short-term foster homes immediately and every week for at least the next six weeks. We will also be rotating animals around the shelter, but with the shelter already full and more dogs arriving each day, we must find foster homes for these pets so we do not run out of space. One of the most important pieces to animal welfare is having good rescue partners! Tiny Paws is a small local rescue that is 100% volunteer based and pulls from shelters around Georgia including Fulton. The dogs they pull are at risk and many have medical/ dental needs whose bills exceed an adoption fee.
Kendra Scott is running a 2 day Give Back deal for the rescue! 20% of all purchases through the Lenox and Perimeter shops will go back to the rescue to cover the needs of the dogs that are rescued by Tiny Paws.

One of our favorite features of the new building is the “Featured Dog” section. Right front and center the shelter and volunteers can work together to choose featured favorite pups for the community to see as they enter the shelter. This is a unique and wonderful opportunity to show the dogs we have had repeated positive interactions with in hopes they find their furever homes soon! Come see our favorites and take a stroll around the different sections.

There are about 245,000 MORE homeless pets in the animal shelters this year than there were last year! If you are looking to give the gift of a new fur-amily member for the holidays, please ADOPT, don’t shop! Shelters and rescues are bursting at the seams. Between the housing crisis, inflation, illnesses, and other personal reasons, the number of animals entering shelters has drastically increased at a rate that animal welfare people can’t keep up with. Many of these animals are loving, adaptable creatures that would make wonderful pets. Please adopt this year instead of buying from a breeder. Adopting through the foster program to pick a pet that fits your household dynamic and activity level is a great way to know what you are getting into! Both the Fulton and Dekalb shelters have foster programs and so do many of the animal rescues in Georgia!

The new shelter is over 55,000 sq ft in size and that doesn’t even include the 54,000 sq ft pasture. A shelter this size requires a proper budget to run the facility effectively. Each city making up Fulton County has to individually approve their part of the new budget. Each city has an opportunity to contribute towards the continued welfare of its animals and the residents that care and watch over them.
The following cities are voting today, (12/19): Sandy Springs and Union City.
The following cities are voting in the next few weeks: Mountain Park, Atlanta, South Fulton.

The issue is severe! Far more animals coming in than going out.
Please share! Speak up to your neighbors! Encourage spay & neuter! Don’t buy from people breeding! Report dogs who are having multiple litters a year with no breeding license OR ask for help getting their dog spayed/ neutered.
The state of the shelter:
This is our "sign-in" sheet at 1PM on a Tuesday.
2 people looking at dogs, but over 50% of people will leave because they're overwhelmed by the kennel.
2 strays coming into the shelter.
2 requested adoption returns. One from SIX years ago.
We are taking in more dogs than are leaving for foster, adoption, and rescue. Last month, 430 dogs were adopted across lifeline, but over 1100 came into LifeLine's shelter system. I wouldn't be surprised if Fulton County Animal Services hits 400 dogs by the end of the week.
If you are looking to adopt, THERE IS NO BETTER TIME THAN NOW! We have puppies and small dogs sitting for days. We have adult dogs who are chronically overlooked and now sitting even longer because of lowered foster and adoption interest. Our non-kennel staff was cleaning cages today because otherwise, cleaning lasts HOURS just because of how many animals we have.
The shelter is no place for a dog. They belong in homes. We need our community to help bring that change.

Fostering doesn't mean falling in love with a dog to have to give it up. It means meeting several great dogs and being able to find them the right furever home for them! Occasionally that ends up being your home.
Our community shelter (like most others) is overcapacity. Pets take work and dedication. They give you dedication and companionship in return. In case you missed, here's a Pawsitive Mutual Rescue story!
Georgia is under a heat advisory for the next several days with temps at almost 100 degrees.
Please check on your neighbors with outside dogs 🐶. Make sure they have water and good shade from the heat. Shade, food, and water are legal requirements in the heat. Animal Control can do welfare checks as well. 404.613.4954

Fostering with a resident dog can be fulfilling for both dogs. Doing a pack walk and slow intro is always recommended. The Fulton County Animal Shelter can assist in these intros before taking anyone home.

Animals shelter employees say rent increases could be contributing to overcrowding at their shelters; Right now, in Fulton County the shelter is packed, up to five dogs can be in one run at a time. Employees say they are in crisis mode and need the community to step in.

Why We’re Doing This
This page is dedicated to the supporters and advocates of a new Fulton County Animal Shelter in Atlanta, Georgia. Fulton County is the most populous county in the state and home to more than 8,000 stray animals in any given year. The current shelter was built in 1978 and designed to house no more than 80 animals at a time. Today, 400+ animals call the building home.
It’s time for our officials to step up and take a closer look at the state of animal welfare in Fulton County. The physical limitations imposed by the current facility make it nearly impossible for staff, volunteers, and the public to contribute meaningfully to the cause.
We are advocating for a modern facility that:
Provides a safe and healthy environment for humans and animals alike
Serves as a safe haven for the lost, unwanted, and neglected animals of Fulton County
Aides in rehabilitation of our animals; the animal should leave the shelter in a better condition than when they arrived
Serves as a resource for pet owners in need; providing low cost vet services and support programs for our community
Enables scalable education initiatives that teaches the public about spay/neuter practices and proper animal care
A better shelter means better quality of life for our animals AND our residents.
