Texas Litter Control Low Cost Spay/Neuter and Vaccinations for Cats and Dogs We now operate three clinics for cats and dogs. We operate multiple adoption centers for cats.

Texas Litter Control, "TLC", is an animal welfare organization existing for the sole purpose of supporting our animals, pet owners and animal shelters. TLC started as a single high quality, high volume spay/neuter and wellness clinic for cats and dogs in an 800 foot trailer. TLC offers an expanded access to healthcare programs for those who cannot afford full service veterinary clinics. We maintai

n a shelter intervention program (HelpMeKeepMyPet.com) to help people keep their pets in a time of crisis. TLC has training programs for veterinary surgeons and clinic staff (TLCEducationStation.org). We offer spay/neuter transport services to underservices areas. We maintain a petfood pantry for people needing short term assistance. Texas Litter Control is also responsible for changing the Montgomery County ordinances to protect community cats We also act as a provider for Harris County's community cat program These community cat programs have saved hundreds of cats a year. TLC believes in changing with the times Other communities have come up with so many innovative ways to reduce the suffering of pets and their people. We host an annual conference called the United Pet Rescuers Conference. This conference shows off what others are doing and brings the animal welfare community together. Can we get another Christmas miracle? Peanut was adopted from us in 2017 and was found roaming as a stray a little over three years later. She was quickly adopted again due to her sweet nature, but was returned four years later due to circumstances within the family. Now, after two months of hanging out with us, this sweet ten year old gal would really love to find a home that will commit to her furever. Her first ten years have been pretty hectic, nine of them have been in and out of our care. She loves churro treats and to be pet. She just needs a quiet home with someone looking for a furever companion. She is very sweet, quiet and tidy. She has definitely outgrown the crazy kitten years and just wants a best friend. Update!!! Adopted!!!

Meet Estella. This sweetheart needs a Christmas miracle. Her owner passed away and she found herself struggling to survive on the streets. While she greatly appreciates being back inside and safe here at the clinic, we can not give her the attention she craves and deserves. Estella is EXTREMELY friendly and outgoing. As such, she does not do well caged away from her people. The resulting stress is starting to take a toll on her. Although we have given her a room all to herself and keep her with us in the office when we can, she deserves so much more. This is a young kitty with so much love to give, there is a family out there that just needs her, we know it!! Another Update on TLC’s Bid to Manage the Conroe Animal Shelter
We were under the impression that the bid had already been rejected due to a conversation with the PD. Evidently, the vote is tomorrow, and they held a workshop today. We didn’t attend the Council Workshop this week because the last time we attended, we were told they couldn’t speak with us because we are a vendor. The entire interaction was very awkward, so we didn’t think we were welcome at this meeting. We did watch online though and another 3 items came up today. These items were never brought to our attention to discuss with anyone.

They claimed that TLC required that we have no oversight. This statement is 100% false. TLC welcomes oversight. We will not have a municipality dictate private, internal policies meaning adoption policy, transport policy, etc. We never stated anywhere in the proposal that we would not welcome inspection of the shelter. Oversight to us means, the animals are being cared for properly and we are breaking no laws, but the city should not intervene with other policies. The statement was taken totally out of context.
Here is the statement from our proposal: “TLC’s policies are set up for maximum life-saving efforts. The City will not intervene or dictate TLC policy unless it is in violation of a law.”

They also brought up that the ordinance changes may violate state law, and we put a timeline on them. First, the ordinance changes have already taken place in other parts of Texas. We are not worried about them violating State law as they have already been tested. The timeline was in the proposal if they wanted us to take over the shelter by December 1st. The City’s RFP asked for whoever was bidding to take over immediately. There is some important groundwork that needs to be done before we could take over. Because they have dragged their feet for so long, we would likely have to push back until January 1 anyways. It takes time to hire and train employees. TLC does not make rash decisions without thinking of the consequences.
Here are the ordinance changes we are asking for in the proposal:
“The establishment of a Community Cat Program.
The allowance of finder fosters after a found pet has been photographed and input into online websites for reuniting pet owners with missing pets.
No stray holds on medical cases or injured animals.
No stray holds on animals under 4 months of age.
No stray hold on visibly pregnant animals.
Incorporate breeding licenses if puppies are to be sold.
Change the rabies tag/collar rule. Cats lose collars. Add micro-chip.”

The Council insinuated that TLC would abuse funding. Since there are no programs at the shelter, we asked for us to be able to shift funds between programs as we develop them. For example, if we were to get grant funding for free services to TNR cats, we would use that money for another program to help the shelter. All funds would be used for shelter programs. We also intend to write grants, and we had intended to run some low-cost public services to offset the cost. Grants will take a year, and we don’t know what kind of revenue a clinic will generate. There’s a lot of catch up we will have to do on the shelter animals, and we don’t know how long that will take. We may be so busy with the shelter animals that we may not be able to get to public animals for some time. We offered to reevaluate the contract in a year and hopefully reduce the cost to the City.
Here are the statements concerning funding from our proposal:
“Through no fault of the City or the PD, we are not confident in the data provided to Texas Litter Control. We have based our budget on averages. It will also take about a year to establish “credit” with funders in the sheltering world. I would like to revisit the budget in September 2025. My hopes are that we can lower the cost to the city and increase funding through services, grants, and donations.”
“Texas Litter Control reserves the right to shift funding within the above provided budget. Funding will be used to create programs, provide enhancements to the shelter, provide lower cost and free services to City of Conroe residents, etc. as we see fit. As we decrease intake numbers, funding will be shifted to programs. For example, as the cat intake goes down, these funds will be used for spay/neuter of Community Cats and targeted spay/neuter.”
“Texas Litter Control will be responsible for the operating costs. We will retain any adoption fees, intake fees, and revenue from public spay/neuter and wellness services to offset the difference between what is contracted with the City of Conroe and the actual costs. Texas Litter Control will also administer any grants awarded to our organization for helping the community and shelter pets.”

It would have been really nice to have been able to sit down with the committee and go through the proposal with them so they could better understand it, but it feels like minds were already made up. We received one phone call from one member of the PD and he brought up only the 5 points we explained before.

The impression we got today is that the City is not willing to get with the times. They will likely put the ACO who was in charge of oversight for Care Corp over the shelter and it will be business as usual.

UPDATE ON THE BID FOR THE CONROE ANIMAL
The City of Conroe has DENIED our proposal to operate the Conroe Animal Shelter. The following 5 reasons were cited:
1. They do not want the addition of a building on site for a small wellness clinic for the public.
*This is not a big deal for TLC, and we would omit this from our proposal.

2. The City does not want TLC to operate a low-cost clinic for the public at the shelter. They say that it would be unfair competition for local veterinarians.
*This does not make any sense for several reasons. The main reason is that we already operate 3 low-cost clinics for the public that Conroe residents already use. It would also allow us to generate revenue to bank against shelter expenses saving the taxpayers money. This item is not a deal breaker for TLC, and we would be willing to omit this from the proposal. Alternatively, we would just lease a space near the shelter to provide much needed low-cost services to the public.

3. The city does not want to be responsible for after-hours veterinary care.
*This is something that is an animal cruelty issue. If they want TLC to staff a veterinarian 24/7, it will add at least another half a million dollars to the proposal. Fiscally it just doesn’t make sense. There’s nothing we can do about this one. The city would have to provide emergency care to an animal coming in injured. An ACO can’t just dump an injured animal in a cage on Saturday night and have it wait for care until Monday morning. It puts TLC and the City in a liability situation. The ACO could be prosecuted for animal cruelty. We don’t want anyone put in a bad situation
Also, keep in mind that is why the shelter is in the situation it’s in now.

Now for the 2 deal breakers

4. The City will not commit to TNR for cats.
*There is no way the shelter will ever get to a 90% save rate without it. When I spoke with the City yesterday, they told me that they weren’t having problems adopting cats. Unfortunately, they are basing their assessments on the fact that they are not taking owner surrenders and the ACOs are not picking up strays. In addition, this is not kitten season. Talk to me next April about this one. Catch and kill does not work. The City of Conroe is living proof of this. If it worked, the City should not be seeing any stray cats entering into the shelter.

5. TLC has no say in ACO policy. We were informed that ACOs should not be spending time trying to find pet owners in the field. They are supposed to just pick the pet up and dump it at the shelter for the shelter to sort out.
*This is a huge deal breaker for TLC. The pet always has a better chance of getting returned to its owner with a little work in the field when the pet is found. We have researched several business models in getting shelters to a 90% save rate and every one of them explained that the ACOs will either make or break you. An attitude of getting the pets back to their owners and a partnership must be formed to be successful. So this one is definitely a deal breaker and it shows TLC that the City of Conroe is not ready for change.

We put the proposal together as a guide to a 90% save rate. We advised the City to hire a WELL QUALIFIED Shelter Director and then LISTEN TO THEM! We also feel they need take a good, hard look at existing staff and realize that it does not matter how long someone has been in a position. If people are not willing to change with the times, it means they have outlived their usefulness. You can’t hold back what is best for the animals and the citizens of the City of Conroe because a couple of people can’t manage needed and wanted change.

We are here to help in whatever capacity we can, and we welcome the City to ask for whatever help they need. If you are a resident of the City of Conroe, feel free to reach out to the Mayor and City Council. Your opinion matters.

FINGERS CROSSED! TLC submitted a bid to the City of Conroe to manage the animal shelter.
