In general for one Axolotl you need a 20 gallon long aquarium with a filter (hang on the rim filter or sponge filter). Ideally the tank will have been set up and cycled before the Axolotl gets home. The cycling process can take 4 weeks. If before the cycle is complete then water changes would need to happen very regularly. You can search how to properly cycle an aquarium.
You don’t need a heater as the Axolotl likes cooler temperatures. They don’t need a lot of decorations in the tank, a cave or place to hide every once in a while. The bottom of the tank should not have gravel, something fine like sand is ok. They can choke on the gravel. We feed our Axolotl pellets, frozen blood worms and occasionally live black worms.
