When you want a loose leash or heel in public/with distractions, if you beg and plead with your dog, you will lose...instead, let them choose...let them soak in the environment if needed, make it worth their while to be with you. Zendora heels beautifully in the backyard, not so much in public, as we have always just done loose leash walking, never really practiced a formal heel with distractions. This is how I handle it, i say nothing at first and everytime she chooses to heck in, there is a cookie waiting. And after a few minutes I get some good heel work. Be patience with your dogs, you are a team! Let them be part of the team.
