The Houghton City Council has proposed an animal ordinance covering many species, including chickens and bees. There is a rather vague definition for “exotic animal” (see below) that could lead to enforcement on some commonly kept animals. Bird feeding and other restrictions are even included.
Please note that the list of animals included in the definition of “exotic animal” is not all-inclusive and other animals are included in this ban. While the ordinance should not impact too many animal owners, anyone with animals should get involved and attend the hearing as the proposed language can always change, especially if animal owners do not engage and allow animal rights groups to move in and get their overreaching bans and pet limits passed.
[Note: The definitions for “domestic pet” and “exotic animal” could be problematic since these definitions will mean different animals to different people and are open to the interpretation of law enforcement officers.]
There are some good components to the proposal but sensible, responsible owners of all types of animals should get involved. For example, there are limits to how many rabbits you can own so that could change to include dogs and cats as dog/cat limits are becoming commonplace with some cities having bans to own more than two dogs or cats.

Exotic animal: any live monkey, alligator, crocodile, caiman, raccoon, skunk, fox, bear, sea mammal, venomous snake, member of the feline species other than domestic cat, member of the canine species other than domestic dog, or any other animal that would require a standard of care and control greater than that required for customary household pets sold by commercial pet shops
Domestic pet: dogs, cats, or animals customarily kept or housed inside dwellings as household pets.
Other notes:
1. There is no grandfathering for current owners so anyone with an “exotic animal” would not be allowed to keep it. Also, no one with more than the new limit on some animals would be allowed to keep all of their animals.
2. Rabbits are limited to four per property. Poultry and foul are limited to two animals per property.
3. No person shall own, possess, keep, harbor, or have custody of:
a. Cattle, cows, horses, sheep, swine, goats, or other livestock, including bees in areas of the city not zoned for agricultural land uses.
b. Male poultry.
c. Wild animals’ contrary to state or federal law or regulations.
d. Venomous insects or snakes,
e. Exotic animals. [see definition above.]
