DONATIONS NEEDED - PLEASE

Anela here. I am 2 weeks post surgery and feeling much better. Recovery took longer than anticipated because the level of pain was unexpected due to the very large area they needed to remove to make sure they had gotten all the cancer. Since I couldn't work during recovery, we really need some help. My request prior to surgery got nothing but crickets. Hoping that doesn't happen this time. Anything helps. Not asking for huge donations. Multiple small donations add up.

🐾 Backyard Breeders – The Bane of Every Animal Welfare Advocate

In Colorado, most breeders of pet animals - including dogs, cats, and birds - must be licensed under the Pet Animal Care and Facilities Act (PACFA) if they exceed certain thresholds:

🐶 Dog & Cat Breeders: More than 2 litters or 24 animals transferred in a 12-month period
🐦 Bird Breeders: More than 30 birds transferred in a 12-month period

Those who breed below these thresholds are typically called “backyard breeders.” And while legal, that doesn’t mean they’re harmless. Unlicensed breeders are those that breed above the PACFA thresholds but fail to have a license to do so.

⚠️ Why Backyard and Unlicensed Breeders Are a Problem
❌ No inspections
❌ No accountability
❌ No protection for animals or buyers

Animals in their care may suffer from neglect, poor conditions, and a lack of socialization. Buyers may unknowingly take home pets that are sick, unvaccinated, or genetically compromised. And in worst-case scenarios, the consequences can be tragic.

📍 In early 2024, Jessica Hoff, an unlicensed breeder, was charged with 54 counts of cruelty - and her own mother died after being attacked by aggressive dogs on the property. https://www.fox21news.com/news/crime/woman-arrested-after-mother-attacked-and-killed-by-dogs/

🔥 Why It Matters
In a state already struggling with pet overpopulation, unregulated breeding adds gasoline to the fire.
• Sick or behaviorally unstable animals may end up in shelters.
• Puppies are sold into homes unequipped to deal with medical or behavioral issues.
• Communities bear the burden when things go wrong.

🛠️ What You Can Do

1️⃣ See something? Report it to PACFA.
If someone is breeding above the legal threshold but isn’t licensed, file a complaint with PACFA:

🔗 PACFA Complaint Portal https://socgov29.my.site.com/PACFAComplaintForm/s/
• They are legally required to investigate.
• Follow up—some breeders simply ignore orders to license.

2️⃣ Suspect backyard breeding? Try the tax angle.
Backyard breeders may operate under the PACFA threshold, but if they are selling animals, they’re selling a taxable good.
Submit a Citizen Informant Report to the Colorado Department of Revenue if you suspect tax fraud:

🔗 Colorado Department of Revenue Informant Tip Pagehttps://tax.colorado.gov/sites/tax/files/documents/Citizen_Informant_Report_03-2022.pdf

🧾 Remember: Al Capone didn’t go down for murder—he went down for tax fraud.

💬 Final Word
Backyard and unlicensed breeders may seem small-scale, but they’re causing big damage - to animals, to adopters, and to shelters. Tackling them will take all of us.

Speak up. Report wrongdoing. And always promote responsible breeding, adoption, and spay/neuter.

County is telling people calling about loose dogs to let them go-they won't pick them up. They have a 3-4 week wait time for owner surrenders which they'll then torture allow to become ill and kill in two weeks.

Humane Society is a 3-4 MONTH wait for owner surrenders.

EVERY rescue is either full, a worse Hell than the street and no where near as funded and staffed as the above two.

We have a Rescue Disaster in the State and no one is paying any attention or cares but psycho crisis junkies looking to feed off the situation like vultures off a carcass. They actually thrive on the suffering and death pretending to be heroes for cut and pasting links.

Never seen anything like it and we predate 99% of these entities by decades in some cases.

FIRST on our list of necessities is a smaller, cheaper residence. Ultimately it will only be a home/office, not a full blown medical and behavioral rehab with space for 25-30 dogs. Location is not important as Murphy dictates wherever we live the client base will end up on the opposite end of town, or county.

We need 3bdr, 2ba, walled or fenced yard with dirt or grass not gravel. We carry $2M in commercial liability insurance for the practice that covers our property and ANY DOG WITHIN OUR CONTROL in public places.

BUT before that can happen realistically we need to place several dogs to get down to just our personal pets (4) and room for a couple training boarders at a time-we are CLOSING REHAB once this situation is solved-not enough peers left to operate it to the level we demand. Meaning less vets, other competent and professional people to network with in bilateral fashion. VERY low on general practice veterinarians who haven't gone corporate (useless profiteering incompetent greed) or retired themselves. Still have all our specialists and they're all the best in their fields-ie. neuro, dermatology, dental, osteo and oncology.

Bios and pics to follow-patience, we're taking care of 17 dogs ranging in age from 18 down, working to make money to keep them and us fed and housed and all the other things you all have in your lives too.

Please let us know if you're in real estate or know someone with a property to rent. We're fine with double deposits on top of the insurance we already carry but "pet rent" and other ridiculous bu****it can stay off the list of criteria WE will accept and PAY FOR. ie. we've paid more in rent in to years+ for this property than it was PURCHASED FOR and $800/mo more than we did for a beach front property on Kauai. Stay real, booms and busts don't last and Arizona is the world capitol of that trend. We also pay and manage all small repairs like plumbing electrical or just plain wear and tear that happens on our watch.

Thank you, both from us and the lives we care for and facilitate-we're not buying designer clothes and bling over here. I'd take a pallet of dog food over a Gucci purse any day.

You can also donate through the links at the top of the page, directly to our food suppliers and a couple of our vets as well if you don't trust us to use funds honestly. We always need blankets, towels, chew toys, paper towels and extra pairs of hands that have scars and don't mind dirt or snot or mud or poo......shrug....it's show biz, what can ya say?!

Thanks again, stay tuned.

Alright, I've had it up to my eyeballs with hysterical bu****it, inaccurate data and well intentioned but misguided and judged efforts to "help". (Beware Andrea Kent aka Kooper Krunson-turned out to be a whacko and had to be threatened with arrest to return a dog a few years back after threatening to steal him and place him after several of her attempts to place him in inappropriate homes. She did a lot of good but fell as so many do to thinking helping leads to controlling. We deal with aggression, passive or otherwise, as part of our every day-ez to recognize but heartbreaking to see what it's done to "rescue".)

HERE are the ACTUAL FACTS:

We rented a larger, better configured home to house the rehab training business and home a couple years ago-then got ROBBED of nearly $100k in boarding rehab and vet bills with dogs dumped on us, mostly by ONE entity that is still in operation in 7 States and has dumped HUNDREDS of dogs at DOZENS of facilities across them. We and Heidi's Village are two local that we know of.

We have been caring for, maintenance and medical on these dogs for coming up TWO YEARS, paying for the majority of their care and veterinary needs as much as possible while they take up spaces PAYING CUSTOMERS could be utilizing-so DOUBLE the amount we've lost and spent to be realistic.

We have a VERY few absolute ANGELS in clients and friends networks who've helped tremendously BUT many times more that than we've served for free or discounted over the years-some with MULTIPLE generations of their family and dogs turn a completely blind eye and deaf ear to the plight.

YET, we will NOT euthanize healthy adoptable/trainable dogs unless our own lives depend on it and maybe not even then. This is not a JOB or a HOBBY or therapy for our own neuroses-it's a 40+ year old entity run BY THE LETTER and trusted by clients as VIP as the Governor and State's Attorney General as well as the Superior Courts in two States and even a JAG court with the US Navy.

These days anyone who can cut copy and paste on the internet will tell you they're "in rescue" and actually believe it-until they run into a serious dog or situation then they either bolt or bleed, or the dog dies for something HUMANS made or let it do. The disfigured physically and emotionally CHILDREN we've seen along the path is part of what gives us the PTSD dreams.

We are TRAINING and REHAB, NOT "rescue". No volunteers, no adoption events, way too little fundraising-we've always just funded it ourselves because almost EVERY time we deal with a "rescue" it only makes things worse or reveals new nightmares.

There are multiple dogs here that need homes that are perfectly adoptable but the "market" is more than overflowing and finding Lassie or Rin Tin TIn a home would be difficult in these times. And this leaves out our specialties in behavior and medical issues that reduce the likelihood of adoption significantly-neuro, physical, age, look-just about anything short of perfect has little to no chance.

We also live in a State with some of the worst animal entities in the Country that are gov't misrun, putting us in the top 5 euthansia rates in the USA.

Adoptable dogs to follow but DO NOT send inquiries on a dog labeled a "cat killer" if you have five cats. GET IT?!

Many thanks for listening and trying to understand but if you don't have at least a decade "in the trenches" don't expect to fully grasp what this takes or what we're doing.

Cheers!

Dogs aren't the only ones who find sanctuary here.....even if we can't get within 20 feet of em...3 brothers from the latest 'hood litter. Haven't seen a rat in two years.....at least a 4 legged one. Hose drips anyway so we let it go into the water bowl and keep it clean for the ferals and birds and stray dogs that pass through.

History

Luckie Dog Foundation is an organization of animal and other professionals who gather and combine resources for distribution to rescue and rehabilitation entities that meet our demanding requirements for quality and ethics. We provide direct donations of funds, materials, services and networking resources and we operate a full-time rehabilitation facility and sanctuary for rescue dogs and puppies.

Founded in 2004 by a professional behaviorist and trainer, Luckie Dog Foundation and its staff provide rehabilitative training services for rescue dogs both within their own operation and on an outsourced basis serving other rescue and rehab organizations. In the latter case, dogs and housed, provided medical care and therapeutic training and, once ready, returned to those entities for adoption to forever homes. We specialize in traumatic injuries, abuse, neglect, animals involved with hoarding and disaster victims, and aggression issues relating to both other animals and humans. Luckie Dog Foundation houses and rehabilitates rescue dogs and puppies for return to successful rescue and adoption centers for placement. As our resources grow, we continue to network with new entities who stand out in their communities for excellence in operations, function, and successful rehabilitation and placement of rescue dogs and occasionally other animals.
