Cat Team 7 is a 501(c)3 non-profit cat rescue dedicated to cat welfare on Department of
Defense (DoD) installations and specifically Naval Station Norfolk in Norfolk, VA. Some are feral and some are abandoned socialized pets. Like many communities in America, Norfolk struggles with the many un-owned cats living on our streets. While trap-neuter-return (TNR) is generally considered the best method
for responding to large numbers of outdoor cats, we are in need of implementing trap-neuter-relocate (rather than return). In our case, trap-neuter-relocate must be implemented because the cats we are trying to save now live on military properties in Hampton Roads, including the largest naval station in the world: Naval Station Norfolk. Military policy states that no stray animals are allowed to inhabit military property. As a result, TNR is strictly prohibited, as is feeding any existing stray animals. Fortunately, a partnership has formed between Naval Station Norfolk and the Norfolk SPCA to test a program through which cats can be trapped on the base, fostered, sterilized, and given a rabies vaccine. They would then be relocated to a permanent home at farms, stables, nurseries, breweries, vineyards, distilleries, warehouses, etc. who need pest control and companions for livestock.
