These issues point to larger gaps in how community cats are being managed:
• Managed intake limits residents’ ability to bring in cats needing help
• No well-established, publicly funded TNVR (Trap-Neuter-Vaccinate-Return) program
• Heavy reliance on “feral” labeling + back room placement, reducing chances of rescue

⚠️ Concerning Pattern at Apple Valley Animal Shelter (AVAS)
1️⃣ 80–90% of cats are kept in back rooms, often due to questionable or premature “feral” labeling
2️⃣ After stray hold, many are removed from the website and later moved to “Pending Euthanasia” without public notice

⚠️ Why This Matters
• 70–80% of cats labeled “feral” later prove to be friendly and adoptable
• Visibility saves lives — unlisted cats rarely get adoption or rescue interest

Here's the info from the Indianapolis Animal Care Services Trello page:

Luna is seeking rescue placement due to ongoing neurologic and mobility concerns.

According to the surrendering household, Luna developed an abnormal gait several months ago after a suspected injury in the home.

Previous veterinary evaluation reportedly did not identify fractures or major abnormalities on radiographs.

Shelter veterinary staff noted that Luna is ambulatory but slow and unsteady, with intact awareness of limb placement, and concerns for a congenital neurologic condition or other neurologic abnormality were raised.

She also has severe ear debris consistent with ear mites or ear irritation.

Luna continues to display significant mobility-related challenges in the shelter.

She is ataxic, appears unable or unwilling to jump or climb normally, and has ongoing litter box difficulties.

Staff have repeatedly observed her soiled with urine, f***s, and food, suggesting she is unable to groom herself adequately or consistently maintain hygiene without assistance.

She will likely require long-term supportive care, including grooming assistance, environmental accommodations, and close monitoring of mobility and hygiene needs.

Despite her medical challenges, Luna has been consistently friendly and social with people.

She allows handling, seeks attention, enjoys petting, and has maintained a normal appetite while in shelter care.

According to the surrendering household, she previously lived successfully with another cat and interacted appropriately with children.
