The San Joaquin trial has been cancelled, but save the dates we are still going to have a trial on the same date with a slight change.

Detection will be on Friday, September 13th and Patrol on Saturday, the 14th. Flyer will be out soon,

Our week in Reno has come to a close. What a fantastic week of training and networking. Thanks to all the instructors for their donated time to share lots of new training ideas.

Thanks to all of the handlers who attended the conference and trained right up to the end of the day,

The conference this year also marked the association with a historic moment as Andrea Contreras stepped down from the position of secretary after serving for 23 years.

Thanks to Reno PD and Washoe County for helping us with training locations. We honestly could not do this without their assistance.

Back next year, September 22-26, 2024, and we hope to see you all then.

Many of you know Bob WRIGHT, who has taught at many conferences for us.

Presently, Bob is the principal consultant for research and development at MK9 Solutions, a leader in breeding and developing detection dogs for national security and law enforcement.

Bob has a number of dogs that are available for adoption free of charge to good homes that are not up to standard for explosive detection.

These dogs are all labrador retrievers generally around 15 months of age and would make wonderful pets or companion dogs.

If you’re interested, please reach out to Bob. In some cases he may require you to have the dog neutered or spayed and you would be responsible for shipping from Alabama.

I originally placed this post in a private law enforcement forum, however have been getting messages from numerous officers asking to share it. It can’t be shared from inside the forum, so I’m placing it here for those who may want the ability to share.

California Bill AB742 to ban the use of patrol dogs for apprehending suspects is currently being sent to the House Appropriations committee. The information that has been included in the bill is patently false. I also understand that New Mexico has recently been fighting something similar there.

I have jumped into the fight on this because the "stats" that are being provided to the Democrats who wrote this bill are being accepted as gospel by the media and their political compatriots who are pushing this bill through. We have the ability to provide them with the actual real data, but they have not seen fit to look at it thus far. I have sent an email with this information to every member of the California House Appropriations Committee, and have not received a single acknowledgement from any of them. I also did an interview with a Sacramento television news station, and they chose not to air any of the actual data that I quoted to them in the interview when it went to air.

The way the KATS records management system is designed, I was able to pull very specific stats. In pulling the stats for this fight in California, I also pulled the national stats nationwide again. The last time I did this was at the end of 2021 for a table that I put into my latest book on K9 Supervision. With more agencies and more time, the stats have not changed significantly, and follow the same pattern as it did in November of 2021.

I don't know if any other systems can pull these types of stats for an entire state or the entire nation, but it would be good to coordinate efforts if they were willing to do so. I think the results would be very similar and only lend more credibility to the information to fight the ongoing anti-police, anti-K9 rhetoric.

In California Bill AB742 the media release states that, "The writers, Jackson and Kalra argue that injuries related to K-9s disproportionally affect Black people more than other racial groups in America."

"Black people are more than two times more likely than any other group to be subjected to this use of force," according to AB 742.

This is not only misinformation, it is patently false. Whatever information they are drawing on it is either false, or very carefully cherry picked. In fact, the Hispanic demographic actually has the highest interaction across the country, and in California, yet not out of line with any norms to any degree.

Here are the national stats as drawn from the KATS system from 2017 to March 23rd, 2023.

All Other Demographics K9 Arrests 3,172 (These would be considered other visible minorities, ie) Filipino, Asian, Native Indian, East Indian etc.)

93.8% of police dog deployments on all suspects where there is a potential for the dog to physically apprehend the suspect, the arrest resulted in no physical contact of the suspect by the dog once the dog located them.

These stats are from June 2017 to March 2023 and do not include any arrests in the calculation where the dogs were deployed for detection purposes. These are stats where under normal circumstances, a dog would have the potential opportunity to bite if circumstances warranted.

Having said all this, it is incumbent upon us as an industry to ensure that we maintain our ethics and good decision making when it comes to the deployment of police dogs to make an apprehension.

This fight isn't over, and because we have the proper and real stats, I'm not giving up until I've done everything I can. Being a Canadian, I suspect they don't give me much credibility, but we are all in this and facts are facts regardless of where those facts come from.

Everyone needs to contact your district representatives. Get involved!

I just received word that AB 742 will go to public hearing on Tuesday, March 21, 2023, at 8:45. This is of course at the Capitol Building in Sacramento.

This is the opportunity we the public and law enforcement can step up to a microphone and state your name and that you oppose the Bill.

We must rally at the capitol on this day. This should be people from all walks of life telling them why it’s a bad idea.

Greetings,

The San Joaquin County Sheriff’s Office K-9 unit would like to thank everyone for all the love and support our office has received during this difficult time. On February 19th, 2023, K-9 Duke was tragically taken from us while apprehending a violent felon. Since that day we have received an enormous amount of support from agencies not only within San Joaquin County, but throughout the state and country.

On Wednesday March 1st, 2023, our office will be conducting a procession to honor K9 Duke and his ultimate sacrifice. Listed below will be the location and times for the procession. Our office welcomes representatives from other law enforcement agencies to attend the procession which will take place at the San Joaquin County Sheriff’s Office and help give K9 Duke a proper send off.

For this procession we are asking all marked units to park their marked units along Michael Canlis Boulevard on both sides of the roadway facing southbound. We will also have our S.T.A.R.S. volunteers present to help direct traffic. During the procession we would love for all vehicles to have their emergency lights illuminated, and for Officers/Deputies to stand outside of their units. We also ask that all K9 units attending stand with your K-9 partners as the procession passes through.

Once the procession passes through and enters onto Mathews Road, we ask that only the pre-designated K-9 units within San Joaquin County join the procession towards Sacramento. The procession will then continue the designated route through San Joaquin County with all units Emergency lights illuminated. Once the procession has arrived at the San Joaquin County Line located at Northbound Highway 99 and Liberty Road, we ask that all other agencies drop out of the procession, and the San Joaquin County Sheriff’s Office K-9 units and family will complete the procession until its final destination.

Thank you again for all your love and support, it means a lot to us in this time of need.

Lastly, we will be organizing a formal Memorial for K9 Duke at the San Joaquin Sheriff’s Office which will be announced at a later date.

Date of Procession: 03/01/23

Times:
• 0800- K9 Duke will be transported to the San Joaquin County Sheriff’s Office by the Sheriff’s Office K9 Unit, and Honor Guard.
• 0900-All outside agency marked units participating will park along Michael Canlis Boulevard with emergency lights illuminated.
• 1000- Procession will start and drive down Michael Canlis Boulevard towards Mathews Road passing all other emergency vehicles.
• 1002- Dukes final call from Dispatch.
• 1005-Designated outside agency units will join procession, and head eastbound on Mathews Road.
• 1010-Procession will ramp onto northbound I-5, and travel in the number one lane with emergency lights illuminated.
• 1015-Procession will follow designated route eventually heading northbound on Highway 99 towards Sacramento.
• 1030- Procession will arrive at north San Joaquin County line, and outside agencies will then drop out of procession. Sheriff’s Office and family will then continue with the procession and will deactivate emergency lights.
• 1100-Procession will arrive at Koefran Funeral Home in Sacramento and pay their final respects.

Naples #2 Classroom – Change is Coming — Are you one bite away from going to jail? Steve White, K9 is in the crosshairs. Activists leverage K9 bites as they attempt to defund or dismantle modern policing. The personal injury bar targets K9 bites for litigation. If we K9 officers are to continue to provide their irreplaceable services we’re going to have to change the way they do business. Modern policing now demands more of us than ever before. In this seminar you’ll learn:
• Why following Graham vs. Connor is no longer enough
• How Graham prongs can be interpreted and leveraged against officers
• Effective tactics that keep you, cover officers, and the public safe
• How and why to build your dog’s scent work indicator database
• How to train for, and deploy with, effective and defensible K9 best practices
• K9 training records—the major myth about them and how you can best use them
• How and when to say “No” to requests for unsuitable deployments
• The five critical aspects by which you and your deployments will now be judged
• Naples #3 Classroom – “Motivating your Detector Dog” Jeff Meyer, Every dog will, at some point, fall out of drive during a search. This class will explore several methods that you can start including in training and then transfer the same tools to street deployments. These techniques will help your dog get through distractions and back on task as well as keep you dog going through long an difficult searches.

• Naples #1 Classroom - “Using a 30’ Line as a Tactical Tool” – Jimmie Davenport –
This class illustrates how to use the 30 foot lead on a variety of ways to the handler and K9s advantage. Videos of actual engagements and deployments are used to illustrate class points.

• Naples #2 Classroom – “Handler Survival” Vince Bingaman, Class will focus on employing proper tactics before, during and after a use of force involving your police service dog.

• Naples #3 Classroom – Zero to Hero, Bob Wright: This class will discuss the success of MK9 Solutions in breeding and developing detection dogs for law enforcement and national security in the largest program in the United States. The class will look at the proprietary multi-phased development program designed to take puppies from birth to one (1) year of age to be fully prepared and malleable for various training programs in the challenging detection dog world. The program was developed collaboratively by experts in the field of purpose-bred breeding, law enforcement K9 detection, genetics management, behavior, cognition, and nutrition with this specific objective in mind.

• Naples #1 Classroom – “Tactical Area Searches” – Jeff Meyer - In the career of most patrol dog handlers many will be involved in large multi agency searches for high profile operations, such as an officer down. This class will help prepare you before that day comes by planning for the resources needed and the tactics used for a successful operation

• Naples #2 Classroom – “Managing Extreme Bite Work Issues” Bob Eden When a dog is deployed to locate a suspect, there will be times when it is necessary for the dog to make physical contact with the suspect to bring the arrest to a successful conclusion. In such circumstances the excitement levels are high. At the time of apprehension, the suspect, officer, and even back up officers are going through physiological changes that involve large dumps of adrenalin. It’s no different for any police dog. That dump of adrenalin can interfere with the dogs’ ability to think clearly, making it more difficult for the dog to release the bite. Some dogs are more prone to extreme bite work issues for a multitude of reasons. If you have a dog that will not release a bite on command, you are putting yourself at a major risk for potential liability and you are less tactically sound on the street.
Many bite work problems start with the extreme conditioning of the dogs’ behavior from the time they are a puppy. These problems are exacerbated by dogs that are bred to be more pain resistant, trained to fight harder and many that are prone to pain induced aggression. Understanding the physiological changes that occur in these dogs as well as some basic fundamental background can help you develop techniques to understand how to overcome extreme bite issues. His class will help you to understand the problems and provide you techniques to help you clean up your bite work to obtain a more controllable and responsive dog.
• Naples #3 Classroom – “Building Search Tactics and Considerations” Todd Kobitz This class goes over building searches and deals with handlers roles and tactics used.

• Naples #1 Classroom – “Report Writing for K9” Jimmie Davenport , This class discusses the do’s and don’ts for Police K9 handlers when writing use of force reports. Videos of actual engagements and deployments are used to illustrate class points.

Naples #2 Classroom – “K9 Search Command and Control” Steve White, Patrol K9 searches are de facto tactical operations and must be handled as such. Gone are the days we’d fly by the seat in a rush to get the bad guy. The public and the courts expect today’s K9 searches to be executed with tactical precision and restraint. The only way to do that is to train and deploy in alignment with department policy and tactics. In the class you’ll learn:

• How K9 officers can harness ICS principles to get the job done with no muss or
fuss
• Search team roles and why they‘re so important
• Why the K9 handler must focus on only one thing
• Easy and safe steps to de-escalate in K9 deployments
• How to optimize search flow and tactics

• Naples #3 Classroom – “Single Purpose Detection K9 Selectio”, Ken Pavlick This class will focus on selection testing for single purpose detection K9’s

• Naples #1 Classroom – “Seven Deadly Sins”: Bob Wright; This class is designed to prepare Canine Handlers for real world encounters away from the training field. In addition to looking at the dangers of common errors made by all of us, it will look at the importance of realistic and operationally sound training. Although this class is particularly important for the new handler, the class also serves as a great reminder for experienced handlers, trainers and supervisors to ensure that they use their officer safety skills in the day-to-day deployments of their Police Service Dogs.

Naples #2 Classroom “Training to Tactics” — Why 16 hours per month and certification are not enough Steve White, Patrol K9 operations are under unprecedented scrutiny. Between anti-police activists, the DOJ, and others K9 officers and supervisors should expect that every deployment will come under the microscope and the most consistent avenues of attack are failure to train and failure to deploy as trained. In this workshop you’ll learn:
• How train for our modern environment
• The Three premises on which realistic K9 training must be based
• The Four Pillars on which effective K9 training must rest
• The real reason you need good K9 Records (Hint: it’s not for court)
• How to manage risks without avoiding them
• The four things every K9 handler wishes the chain of command understood.
