Clear the Shelters $10 adoption event starts on Saturday Aug.10th and runs through Sept. 10th at Placer County Animal Shelter.

NBCUniversal Local is teaming up with hundreds of shelters across the country, including Placer County Animal Services, to host Clear The Shelters in August 2024, a nationwide pet adoption and donation campaign that helps find loving homes for animals in need. More than 1 million pets have found their forever homes since 2015.

Placer County Animal Shelter currently has 36 kittens and cats and 45 dogs available for adoption.

West Nile virus: Horses, humans and who’s at risk

It’s West Nile virus season in Placer County. The virus is transmitted by mosquitoes and can make people, horses and birds sick — and even cause death. West Nile virus is most active in west Placer agricultural areas and adjacent communities.

Last week, the first horse to test positive in the state this year was detected here in Placer. If you have a horse, be sure to talk to your vet about vaccinating your horse against West Nile virus.

Unlike horses, there is not currently a West Nile virus vaccine available for humans. Protect yourself by using repellent with EPA-registered ingredients, and remember to drain standing water that can produce mosquitoes.

Big Day of Giving is Thursday! To get a glimpse of the positive impact we have within our community, read our story about Clara and Star: https://animalplace.com/rescue-stories/greytful-greyhounds/ . These ‘Greytful Greyhounds’ were saved initially by a good neighbor reporting animal abuse to the police. They referred the case to us and our job was twofold: to rehabilitate these sweet houndies and to refer the case to the D.A. for prosecution. We’re happy to say, both were accomplished!

April is Prevention of Cruelty to Animals Month

This month the Humane Society of the Sierra Foothils will focus on animal abuse, California law, and answer some of the most common questions from the public.

Do animal abusers go to jail? Yes.

Penalties For Animal Cruelty Under CPC §597(a):
Animal Cruelty can be punished in either a misdemeanor or a felony form. Conviction for a felony animal cruelty can result in 16 months to 3 years in state prison, a fine of up to $20,000, or both prison time and a fine.If a deadly or dangerous weapon is used to commit the crime, an additional year can be added to the prison sentence.

April is Prevention of Cruelty to Animals Month 🐾

Who investigates animal cruelty in California?
👉 Humane Officers

Humane officers in California have law enforcement powers for issues pertaining to animals. They have the power to enforce these laws and to investigate situations of animal neglect or cruelty, including:

✅ Issuing citations
✅ Collecting evidence
✅ Confiscating animals and property
✅ Making arrests
✅ Appearing in court

Humane Officers play an important role in animal protection in. Appointed and employed by the Humane Society of the Sierra Foothils and confirmed by the Superior Court, Humane Officers may exercise the powers of a Peace Officer to uphold our state's animal protection laws. They can make arrests, execute search warrants, and file criminal cases with the district attorney's office.

Prevention, detection, and investigation of all forms of animal abuse are all key components of a Humane Officer's job. Humane Officers are provided with extensive training in animal husbandry and investigating animal cruelty and neglect cases. When needed, Humane Officers collaborate with Officers from other Humane Societies, SPCAs, animal care and control agencies, police and sheriff's departments, and other law enforcement agencies. All of this is provided without monetary support from the city, county, or state with a goal to eliminate all animal suffering in Placer County and surrounding areas.

April is Prevention of Cruelty to Animals Month

This month the Humane Society of the Sierra Foothils will focus on animal abuse and California law. To celebrate this important month we will do a series of posts that answer the most common questions posed by the public about animal abuse, neglect, and the law.

🔴 What is considered animal abuse in California?

California Penal Code 597 is the statue that defines animal abuse and makes it a crime to neglect, harm, kill, or overwork an animal. California's animal cruelty laws are primarily designed to protect domesticated pets and stray animals, but also covers farm animals and wild animals.

The language used in animal cruelty laws clearly states which kinds of conduct are deemed cruel or inhumane to animals. California’s anti-cruelty statutes cover nearly every kind of misconduct. Here are just a few:

🐾 Neglect

🐾 Abuse

🐾 Hoarding

🐾 Confining a dog to an unventilated car

🐾 Puppy mills

California has several Penal Code Sections defining animal abuse and animal cruelty. Penal Code 597 is defined as:

(a) Anyone who intentionally maims, tortures, wounds, or kills an animal is guilty of a crime punishable by imprisonment in a California state prison, a fine $20,000, or both, or up to one year in a county jail.

(b) Anyone who has custody of an animal overworks, tortures, deprives of necessary sustenance, drink, or shelter, cruelly beats kills, or subjects an animal to needless suffering, cruelty, abuses, or fails to provide the animal with proper food, drink, or shelter or protection from the weather, is guilty of either a misdemeanor or felony offense.

Toxic Stress? If you're suffering from the neighbor dog constantly barking, here's the complaint process for Placer County. For situations in other jurisdictions, check your county or city codes. Dogs will bark constantly to keep warm and/or because they've become bark-a-holics. As pet parents - and good neighbors, it's important we remove our dogs from situations that cause them to bark before the behavior becomes ingrained.

April is Prevention of Cruelty to Animals Month. In our special month-long series, the Humane Society of the Sierra Foothills continues to help educate the public about The Link between animal abuse and violence against people.

Animal welfare, law enforcement, domestic violence and child welfare agencies are working together more and more in recognition of "The Link", the indisputable tie between animal abuse and violence towards people, particularly within the family.

Pet abuse is 1 of 4 predictors of domestic partner violence, according to a six-year "gold standard" study conducted in 11 metropolitan cities.

Violence towards family pets is one way that abusers exert power and control over their other victims, who may be children, spouse, or elders.

• Threatening or hurting the pet may be used as a warning. “Next time it could be you.”

• Threats may be used as leverage. Fear for the pet keeps family members (spouse, child or elders) from disclosing the abuse and exposing the abuser.

• Forcing the victim to witness cruelty to their pet is emotional abuse.

• Children who hurt animals may be acting out of their own experience, i.e. what they observe, or what they undergo themselves, at home.

What Can I Do to Help?

You can help stop the cycle of violence by recognizing that animal abuse is an indicator of serious problems. See something? Say something! Reporting animal abuse can help authorities stop other types of violence, and vice versa. Encouraging local law enforcement and prosecutors to take crimes against animals seriously is a major key to helping to create safer communities for ALL of us.
