City Council members control city mandates, including animal welfare.

Would anyone be interested in us (a few local people in rescue/animal welfare) to interview the candidates to find out where they stand on animal welfare?

We interviewed the DA candidates.

See this picture? It's an Australian Shepherd HERDING the sheep. See the nip? The push with her teeth/muzzle? She's HERDING, not biting! Some Aussies, especially young ones, may do this to their human - and be tossed out of the house for "biting my kid". The Aussie was herding your kid, slowing the kid down from running thru the house, turning the kid toward a different direction, etc...
So many Aussie end up in shelters because humans misunderstood the breed and, instead of teaching the dog appropriate herding behavior, their natural instinct, they toss the dog out of the house.
Make sure you understand what a bite is and isn't. 9 out of 10 times it was inappropriate herding and easily changed.

D.A. CANDIDATE INTERVIEWS UPDATE

SHARI TAYLOE'S interview is posted.

JEFF MILLER declined to meet with us.

STEPHEN HATCHETT interview results below.
______________________________

We will edit the video down as soon as we are able. In the interest of time, here are bullet points.

Outline is paraphrased – Full video and condensed video will be available for requests to view soon.

1. Was familiar with the Adequate Shelter Definition annotation that was to be implemented July 1, 2023.

2. Stated that animal welfare laws have been ignored. In response to our request that he expand on that, he said that many cases that have been presented to D.A. office have lacked follow up.

3. Stated that law enforcement officers have approached him more than once saying that they are frustrated because of lack of follow through on animal welfare cases.

4. Stated that he doesn’t have priorities regarding specific laws and crimes. He strongly believes that if any law is broken, it needs to be addressed.

5. Stated that more attention needs to be on (paraphrasing) “minor offenses”, because these offenses put offenders on the radar of law enforcement, and gives them the opportunity to impact the possibility of future or worsening criminal actions.

6. Stated that the current D.A.’s office has become a “bunker” in which they have caused a breakdown in communications with the community, and if he hears of his assistants failing to respond to inquiries or concerns he will take action with that assistant.

7. Stated that he is the only candidate with a Bachelor’s in Criminal Law.

8. Stated that he is the only candidate who has said the court and law enforcement system in District 10 is a mess, and he plans to clean it up.

9. Stated that a major focus will be education of law enforcement officers, and has plans to implement this.

10. Stated he plans to assign two officers to the juvenile courts, to include working with School Resource Officers and Youth Services Officers so that they are directly and intentionally involved in prevention and rehabilitation at an early age.

11. Stated that he is willing, even on “his dime”, to publicize the Adequate Shelter law to the community via newspaper, social media and mailings if necessary.

12. Stated that he believes in spay/neuter laws as long as constitutional rights regarding animal husbandry remain the constant and priority, and that it would be difficult to gain support. He clarified that he has not yet researched and familiarized himself with the subject because he has been a criminal law attorney.

13. Stated that if the community is bringing forward an unaddressed concern, he will tell law enforcement to be sure to address it. Set the tone.

14. Stated that the D.A. office is sent an overview/update with any changes or additions to laws, and it is literally part of the job to stay on top of this.

D. A. Candidate interview status

I have attached a link that defines what the D.A. is responsible for, and a screenshot of a section about needed laws.

**JEFF MILLER**
Declined to meet, and stated (paraphrasing. Will provide written statement of requested) his priorities are violent crime, home invasions, drug dealers, and crimes against children and the elderly

**SHARI TAYLOE**
- all paraphrased. We will provide the entire video to anyone's who request it.

1. Stated there are not laws in place to help find just cause for most abuse and neglect cases, since animals are viewed as property.

-We educated her about the Definition of Adequate Shelter annotation to be implementing 7/1/2023. She stated this law would have likely impacted a recent case.

2. Stated that sherrifs/officers must reach out to the D.A.'s office if they need clarification on just cause for action.

3. Stated that she is unable to require law enforcement to do educate their officers on new/updated laws. This is up to the sherrifs/chief. She can make recommendations.

4. Stated she would support us creating a post-conviction program educating offenders on how to "parent" animals.

5. Stated relevant organizations are normally the ones educating the community about law changes, and had never had anyone ask her to participate in community education.

6. Stated she is for spay/neuter laws. That if someone wants to breed animals, that is a different story.

**STEPHEN HATCHETT**

ADOPTED 2-29-24

URGENT FOR 2-29-24
**PET IS DROPPING WEIGHT AND STRESSED AT ANIMAL CONTROL.

AVAILABLE FOR ADOPTION NOW
Dog #246, Kennel 12, "Tucker"
Male, Mix, 1 year
*Was adopted from SPCA. He's already neutered and previous owner stated he's good with kids and other dogs.
"Tucker" is very sweet and is looking for his forever home.

ALL PETS LISTED AS URGENT MUST BE ADOPTED/RESCUED BY THE DATE THEY ARE POSTED FOR!

STRAY PETS- The City of Cleveland guidelines state the CACD is only permitted to provide vetting for sick/injured pets on a STRAY hold until the pet’s legal stray hold period has been completed. We DO NOT have a vet on staff, so all URGENT pets must be adopted/rescued by the date posted.

OWNER SURRENDERED PETS- The City of Cleveland guidelines state the CACD cannot provide owner surrendered pets with vaccinations/vet treatment upon intake, because the owner is surrendering them to CACD as is. We CAN NOT provide vetting, so all URGENT -OWNER SURRENDERED pets must be adopted/rescued by the date posted.

RESCUE ONLY PETS- Pets listed for rescue only have been evaluated by CACD and deemed such for one or more behavioral assessment issues. Pets listed as URGENT RESCUE ONLY, must be rescued by the date posted.

We urge pet owners to use the CACD as a last resort for placing your pet. Please keep in mind, while you are trying to rehome your one pet, the CACD is trying to find homes for hundreds of pets every year. The CACD has limited space as well as funds which causes us to operate within the parameters that are set in place.

For more information about a pet that is listed as urgent, or our adoption process, please come by during business hours of MON-FRI 12pm-5pm, SAT 10am-12pm, or give us a call at 423-559-3333.

All adoption fees are $50.00 and includes spay/neuter, first set of shots, deworming, and rabies vaccination(if pet is over 12 weeks of age).
Adoptions are first come, first serve - No exceptions.

VIDEO OF D.A. CANDIDATE SHARI TAYLOE INTERVIEW

D.A. CANDIDATE JEFF MILLER declined to meet with us. He said he suggested we meet after the election.

We will meet with D.A. CANDIDATE STEPHEN HATCHETT Monday the 26th. We gave him space after loosing his father, and he has returned to the campaign, so we reached out at that point.

We have reduced the interview video to a manageable viewing length. We requested the music volume be reduced, and it was temporarily.

Adoption numbers mentioned were presented as an example of the disparity between citizen and rescue/animal welfare supporters.
