Animal Welfare Act The Animal Welfare Act of 1966 sought protection only for laboratory animals but was broadened by amendments in 1970, 1976, 1985, 1990, 2002, 2007 and 2008.

The purpose of this page is to provide information on the Animal Welfare Act and the efforts of United States citizens and United States government agencies to insure its enforcement. Originally the act protected only laboratory animals but was later extended to other companion animals. More letters of support were written for the initial act than were written on the Vietnam War and Civil Rights c

ombined. This sole purpose of the page is to provide information about the act, it's history, past changes, current debates, the agency that is responsible for it's enforcement and the licensees who are habitually in non-compliance. It is hoped that the general public might be better educated regarding these topics and that consumers seeking to purchase an animal from a licensee regulated by the AWA will have more information available to them.

APHIS Extends Comment Period on Strategic Plan Framework

In response to requests, stakeholders will have an additional 30 days to share their thoughts on the United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) strategic plan to guide the agency’s work over the next 5 years.

Comments must be received by July 31, 2022.

They expect to finalize and publish the new strategic plan this fall and will post it on the APHIS website.

The strategic plan framework is a summarized version of the draft plan and provides highlights including the mission and vision statements, core values, strategic goals and objectives, and trends or signals of change we expect to influence the agency’s work in the future.

Specifically, we are seeking insight on the following questions:

Are your interests represented in the plan?
Are there opportunities for APHIS to partner with others to achieve the goals and objectives?
Are there other trends for which the agency should be preparing?
Are there additional items APHIS should consider for the plan?

APHIS Accepts Online Applications for Animal Welfare Act Licenses and Registrations

This week, USDA’s Animal and Plant Health Inspection Service (APHIS) began accepting online applications for licenses and registrations under the Animal Welfare Act. Individuals and businesses can now submit applications from the APHIS website.

In response to customer feedback, the online submission option offers the following convenient features:

- No need to login and remember a username or
password
- A fillable application with instructions and guidance
- The ability to upload and attach documents to the
application
- An easy sign and submit process using electronic
signature
- Instant confirmation of receipt via email, including a
link to the submitted document(s)
- All application needs; new license/registrations,
updates, renewals or relicensing.

This release is part of APHIS’ commitment to improve customer experience by reducing regulatory burden and offering intuitive, user-friendly digital experiences.
