EPN advocates for enforcement of local, state, federal laws to hold those responsible for a horse's care & welfare responsible for their actions. MONEY is what controls people's behaviour & makes people accountable for their actions; Passage of EFFECTIVE engineering based laws, NOT vaguely worded, Performance Based laws that are rarely, if ever, enforced; Education to prevent conduct that results in horses in neglectful situations or slaughter pipeline.
