Will You Speak Out for OUR Baltimore County Animals?
Baltimore County Animal Services, located on Manor Road in Baldwin is Baltimore County’s only public open-admission animal shelter. BCAS is responsible for enforcing the laws to protect people and animals, sheltering, returning stray pets to their owners, and promoting responsible pet ownership. Unlike most other County agencies, it operates seven days per week with only six full time and 49 part time staff. BCAS needs sufficient staff to implement and maintain nationally recognized life-saving programs that keep animals and people together and out of the shelter. The number of days that the shelter was over capacity in 2023 was unprecedented. Based on the population of Baltimore County and the annual animal intake, the FY 2025 Budget for BCAS should be a minimum of $6.8 million, an increase of $2.5 million dollars from the previous year. See the table below for a comparison with BARCS, a nonprofit organization which receives 19% of its funding from Baltimore City and Montgomery County Animal Services and Adoption Center, which like BCAS is a 100% publicly funded open admission shelter.
