New Licensing Regulations don't work in Practice

Here is a really simple example of how the new licensing regulations don't work when they are put into practice in real situations. The regulations that were specifically meant to make allowances for small businesses, but don't account for houses with similar floor areas but different layouts. When boarders raised the issue with the government, they added insult to injury by saying only "lower welfare services" would be effected. Apparently it's not the care, qualifications or experience you offer that's importantant, it's how your house is laid out.
