The HAPPY Puppy Movement This Page was created to bring people together to help facilitate changes that are needed at Pueblo Animal Shelter PAS.

The goals are:

(1) To help PAS (and or another shelter within Pueblo, Colorado) develop a behavior modification training program for both the dogs in their care and for dog in the general public who have behavior issues. The program will need to be highly funded, to allow LOW-COST behavior modification training to dogs whos owners have a poverty level income and can't afford other training progr

ams; with a sliding fee scale based on each individuals income and ability to pay. (2) Have all behavior evaluations (done at PAS) video recorded and available to the general public. All evaluations need to be done by a Licensed Veterinary Animal Behaviorist and or a Certified Animal Behaviorist; without any breed discrimination. (3) Change policy at PAS to allow adult dogs and puppies with behavior problems to be adopted when a prospective owner meets the following criteria: (a) wants to adopt said animal (b) agrees to full responsibility of said dog by signing a waiver releasing PAS of all liability (c) is willing and able to provide for all the said dog's needs including any necessary behavior modification training (either by personally having the needed experience and or training [with proof to verify such experience and or training], hiring a Certified Dog Trainer with Behavior Modification Experience, or a Certified Animal Behaviorist, and or a Veterinary Animal Behaviorist). (4) Have the Companion Animal Protection Act CAPA implemented at PAS (hopefully on a voluntarily basis) and also eventually through Colorado legislation, so it becomes law and (then even if CAPA is implemented on a voluntary basis and the management at PAS changes) it will not be changed due to management change. Remember how it all started

Many people have been concerned about a 5-month-old puppy that was scheduled to be put down instead of being adopted. The Humane Society of the Pikes Peak Region is now saying that puppy may be getting a second chance.

The core principles and goal of PAPA (Pueblo Animal Protection Act) is quite simple: The shelter cannot kill a healthy or treatable pet. Only untreatable pets can be considered for euthanasia. This is something any sane person can agree is a good rule. Why would you kill a healthy or treatable pet?
In addition, the ordinance clearly states a dangerous animal cannot be adopted out. It addresses public safety clearly: “The animal is determined to be vicious to people and the prognosis for rehabilitation is determined to be poor to grave by a behaviorist, which may include a qualified animal shelter Director skilled in animal behavior;”.
Don’t allow alarmist hyperbole to make you think the ordinance changes public safety in any way. It does not. It simply does not allow the killing of a healthy or treatable pet in our shelter. Something most people think should happen with or without an ordinance. But the ordinance guarantees this regardless of the service provider we have today or in the future.
The city council should vote YES on PAPA
Now our City leaders have the choice to vote "Yes" or "No" on getting this ordinance to pass. Please call or email them and uge them to do the right thing and vote "Yes!" To have the Pueblo Animal Protection Act - PAPA implemented!
The voting takes place on Tuesday December 26th 2017 at 7pm in Pueblo City Hall located at 1 City Hall Place Pueblo, CO 81003.
Council member Chris Nicoll asked to extend the date for this vote so that County Commissioners can be briefed. As the ordinance will be for both Pueblo City and Pueblo County. It was originally to be voted on December 11th now it is for December 26th as indicated above.

The time is now. The ordinance that could save the lives of more than 1000 homeless cats and dogs every year in Pueblo is on the table. Chris Nicoll and Ed Brown introduced this ordinance to improve our local animal shelter to save every healthy treatable homeless pet in our system. It does not require additional funds, it does not require anything that has not been successfully implemented in shelters all over the country and in our own state.
