MA Bill on Rescues/Shelters This page is to provide an open discussion on the current bill before the Massachusetts House of Representatives entitled H.755

Currently Rescues and Shelters fall under the auspices of the Department of Agricultural Resources, Division of Animal Health (MDAR). There are NO regulations OR Laws governing Rescues and Shelters. MDAR is operating under the authority of an Emergency Order (1-AHO-05) that requires a 2 day isolation quarantine followed by a vet exam with issuance of a MA Health Certificate for any dog that is sch

eduled to come into the state for purposes of adoption. This Emergency Order has been in effect since 2005. Currently MDAR is of the belief that this authority also extends to adoptions made to MA residents in other states (RI, CT, NH, etc.). The Director of the Division of Animal Health of MDAR firmly believe that rescues operating in another state where a MA resident needs to travel to that state to actually adopt is committing "subterfuge" by having the adoption take place in another state and the rescue should be required to place that foster dog into an isolation quarantine even though the dog has followed the requirements of the state it is being fostered in.
