There is big progress being made in Louisiana! We wanted to make sure you were aware of the latest.
The House and Senate passed two resolutions to help make Louisiana a no-kill state, one by Rep. Scott McKnight (HR 12) and the other by Sen. Katrina Jackson (SR 125). These resolutions request local governing authorities and animal shelters to adopt policies and programs that provide alternatives to euthanasia of healthy dogs and cats.
And to help all communities achieve no-kill, the International Municipal Lawyers Association (IMLA) and Best Friends have issued the joint publication “People, Pets, and Policies: Towards Community Supported Animal Sheltering.” This resource provides a variety of policy proposals and guidelines that city attorneys can use as models for their own communities. Rep. C. Denise Marcelle refused to give up on HR 169 and got it passed. This resolution establishes a task force — including representatives from Best Friends, the Louisiana Municipal Association, the Police Juries Association, and the Humane Society — to study and make recommendations on how to designate dogs and puppies seized from dogfighting. The task force will report their recommendations back to the legislature next year.
In addition, Rep. Marcelle spearheaded HB 210 through the House, but it, unfortunately, did not pass the Senate Agriculture Committee. This humane bill would have gotten rid of the immediate designation of “contraband” on any dog or puppy seized from dogfighting and given them a better chance to be evaluated and adopted.
