North of Smokey Fishermen's Association The North of Smokey Fishermen's Association (NOSFA) is a registered, incorporated society representing fishermen in both the Gulf and Scotia Fundy.

The North of Smokey Fishermen's Association (NOSFA) is a registered, incorporated society under the Registry of Joint Stock Companies in Nova Scotia. We have a duly elected Board of Directors with representation from the various harbours along our coastline. The NOSFA is also a provincially accredited organization that has been representing < 45ft competitive, multispecies fish harvesters in both

the Scotia-Fundy (Cape Breton) and Gulf regions of Nova Scotia since 1993. Our organization is unique in that it is the only organization in Cape Breton that represents fish harvesters interests in both the Gulf and Scotia-Fundy regions. Our multi-region representation is reflective of the fact that all of our members are licensed to fish either in the Gulf or Scotia-Fundy areas and regularly carry out their harvesting activities in both regions. Our members hold a variety of licenses including, snow crab, lobster, groundfish, tuna, mackerel, herring, swordfish, etc.

To All ENS Lobster Fishing Area Representatives and Associations



During a Scotia-Fundy Industry Roundtable meeting held March 25th, the Department heard from industry members of their concerns with the proposed implementation of electronic logbooks (ELOGs) for lobster harvesters this year. The Department would like to announce the following steps that are being taken in Eastern Nova Scotia lobster fisheries for 2025:



In areas where the use of an ELOG is mandatory in 2025 (LFAs 28, 29, and 30), in recognition of the shorter implementation time for these areas, DFO will supply 100 copies of the new one-page weighout slip booklet to the local association (RCIFA) for distribution to harvesters.



In areas where the use of an ELOG is voluntary in 2025 (LFAs 27, 31A, 31B, and 32), licence holders opting to use an ELOG will have the choice to acquire a new one-page weighout slip booklet from a DFO-approved logbook supplier OR may use an existing paper logbook to capture the same information in the header of the first page and by completing the second page. As ELOGs are voluntary in these areas, harvesters continue to have the option to report fully on paper logbooks as was the case last year.



These updates affect Eastern Nova Scotia fisheries only. The Department continues to consider the feedback received at Roundtable and at all lobster advisory committee meetings and will continue to investigate alternatives to acquiring weighout information, which is essential to stock assessment and proper management of the fishery.

( North of SMOKEY FISHERMAN’S ASSOCIATION ) NOSFA, TO FISH OUR SNOW CRAB ALLOCATED QUOTAS THIS 2025 SEASON FOR AREAS 12 & 12F.

The North of Smokey Fisherman’s Association (NOSFA) in accordance with the Department of Fisheries and Oceans has received two allocations of Snow Crab for fishing area 12 & 12F for the 2025 season. We are requesting bids from interested fish buyers and or fish harvesters.
Based in Gulf NS, Under all DFO Gulf Region Rules & Regulations.
Further, all crab quota mentioned below allotted to NOSFA Gulf Region, must be landed at a DFO Gulf NS designated landing site. Under all DFO Gulf Region Rules and Regulations.

1. Area 12: 3.414T = 7,526 lbs
2. Area 12F: 1.287T = 2,837 lbs

Please Note: On different occasions in the past our organization sold our snow crab allocation in the water. We would prefer this option!
Again this year, for bids in the water it would be agreed upon that:
The buyer assumes all financial responsibility towards the external costs associated with fishing the NOSFA snow crab quota in Gulf NS Region for 2025.
Further, we will be accepting bids from individual harvesters based in Gulf NS under all DFO Gulf NS rules & regulations.
All costs associated with fishing and landing the 2025 A12 & 12F crab quota will be the responsibility of the winning bidder.
As in the past, should the shore price change up ward from the start of the season, the increase belongs to NOSFA members.

As you may be aware, the federal and provincial government have been undertaking several key initiatives related to offshore renewable energy, specifically offshore wind. In recent months, significant progress has been made on legislative and regulatory frameworks (e.g., Bill C-49 and amendments to the Accord Acts, Nova Scotia’s Bill 471, and the Canada Offshore Renewable Energy Regulations) and supporting processes (e.g., Regional Assessment of Offshore Wind Development in Nova Scotia).



We understand the importance of sharing information and meaningful engagement and are interested in your feedback, so representatives from Natural Resources Canada and the Nova Scotia Department of Energy would like to meet with you and your organization to provide an overview of key initiatives and updates on ongoing processes and plans related to offshore wind. We recognize that pursuing offshore wind development in the Canada-Nova Scotia offshore area could potentially impact you and how you conduct your commercial fishing activities.



Therefore, we would like to hold a two-hour meeting in late February with you to address your questions and concerns and provide information regarding next steps as the processes continue to advance. We have identified some key items that we intend to cover in this meeting but are also open to covering any other topics that are of interest and answering any questions you have.

We are proposing to meet virtually over the week of February 24; we do have colleagues based in the Ottawa region, but if there is a strong desire for an in-person component, we can look into possible arrangements. We hope to land one time that can suit most, if not all, groups, but we may be scheduling multiple sessions during that week to accommodate variations in schedules.



To support organizing this meeting, we kindly ask for everyone to please provide the following information:

windows of availability for those days (10:00-12:00, 1:00-3:00, or 2:00-4:00)
Interest and/or capacity to take part an in-person meeting (in Halifax)
