Basic for modifying or changing a behavior:
1) Look at the stimulus, what evoked the behavior. Is it a man walking by or is it a man walking by with a hat on. Being specific about your observation will help you make a better training plan.
2) What is the behavior and what would you like the dog to do instead?
3) What consequence follows the behavior? Is it reinforcing for the dog? The consequence following the behavior will dictate if the stimulus will evoke that behavior again in the future or not.
