وفقًا لقانون تنظيم حيازة الحيوانات الخطرة واقتناء الكلاب، فأنه يحظر اصطحاب أي من الحيوانات الخطرة بالأماكن العامة، ويلتزم حائز الحيوانات الخطرة باتخاذ الاحتياطيات والتدابير اللازمة لضمان عدم هروبها، والتي يصدر بتحديدها قرار من الوزير المختص. كما يلتزم حائز الحيوانات الخطرة بتوفير الرعاية الصحية لها وتحصينها ضد الأمراض التي يحددها الوزير المختص بناءً على عرض السلطة المختصة، والإمساك بسجلات تتضمن التاريخ الطبي لها، كما يلتزم بتوفير أماكن إيواء آمنة ومناسبة للحيوانات الخطرة وفق الاشتراطات التي تحددها السلطة المختصة، وإطعامها بالغذاء المناسب وبكميات كافية. فيما يحظر حيازة واقتناء الكلاب دون ترخيص من مديرية الطب البيطري المختصة وفق الشروط والإجراءات التي تحددها اللائحة التنفيذية لهذا القانون وتُنشأ بمديريات الطب البيطري سجلات إلكترونية أو ورقية، بأرقام مسلسلة لقيد الكلاب المرخص بحيازتها، على أن يتضمن هذا السجل كل البيانات المتعلقة بالكلب وحائزه، وعلى الأخص اسم الحائز ومحل إقامته وأوصاف الكلب وعلاماته المميزة. وأوضح القانون أن الجهات المتاح لها حيازة هذه الحيوانات، هي المؤسسات البحثية العلمية وحدائق الحيوانات، والسيرك، والمراكز المتخصصة في رعاية وإيواء الحيوانات. عقوبة حيازة الكلاب بدون ترخيص طبقًا للمادة 244 في قانون العقوبات، فأنه في حال تسبب أي حيوان مفترس بإيذاء شخص آخر نتيجة إهمال صاحبه، فإن مقتنيه يعاقب بالحبس سنة وغرامة 200 جنيه أو إحداهما، وتصل الغرامة إلى 300 ألف جنيه في حال إحداث عاهة مستديمة للشخص.

According to the law regulating the possession of dangerous animals and acquiring dogs, it is prohibited to take any of the dangerous animals in public places, and the holder of dangerous animals must take the necessary precautions and measures to ensure that they do not escape, which are determined by a decision of the competent minister.

The holder of dangerous animals must also provide health care for them and vaccinate them against diseases determined by the competent minister based on a presentation by the competent authority, and keep records containing their medical history. He must also provide safe and suitable shelters for dangerous animals according to the requirements determined by the competent authority and feed them with appropriate food and sufficient quantities.

Whereas possession and acquisition of dogs without a license from the competent veterinary directorate is prohibited according to the conditions and procedures determined by this law’s executive regulations. Electronic or paper records are established at veterinary directorates with serial numbers for registering dogs licensed for possession. This record must include all data related to dog ownership.

The law clarified that entities allowed to possess these animals are scientific research institutions, zoos, circuses, and centers specialized in caring for and sheltering animals.

Penalty for possessing dogs without a license.

According to Article 244 of Penal Code, if any predatory animal causes harm to another person as a result of negligence by its owner, then its owner is punished with imprisonment for one year and a fine of 200 pounds or one of them. The fine reaches 300 thousand pounds if it causes permanent disability to person.
