These stones often must be removed surgically and can be difficult to treat. Dogs can be classed as a clear, carrier or affected. Affected dogs should never be bred from.

The Kennel Club are planning to introduce a ‘breed health standard’ which outlines tests for breeders to undertake, specific to each breed.

Information from the Kennel Club:

At present the only formal guidance we give on breed specific health testing is via our Assured Breeders Scheme’s recommendations and requirements. This process has been reviewed during the development of the Health Standard, which will replace this existing Assured Breders Scheme guidance. The Health Standard will give clear direction to all breeders registering puppies with The Kennel Club, at all levels of experience, and is a crucial step in The Kennel Club achieving the strategic aim to safeguard the future of pedigree dogs by addressing breed-associated health issues.

The Health Standard promotes breed-specific health testing and is a clear evidence-based guide for breeders, of all levels of experience, about health testing priorities within their breed. It represents a crucial step towards The Kennel Club’s strategic aim to safeguard the future health and well-being of pedigree dogs.

The Health Standard uses a consistent and rigorous process to prioritise and categorise health tests based on scientific evidence collated from The Kennel Club’s Breed Health & Conservation Plans (BHCPs). The standard takes into account published literature, prevalence data and – in a first - genetic diversity, in order to categorise and prioritise health tests within every Kennel Club registered breed.

Within the Health Standard, whilst we strongly encourage breeders to undertake all the health tests listed for their breed, each test has been categorised into ‘essential’, ‘advisable’, or ‘other’. This breed-centric categorisation reflects the priority of the tests for the entire breed. These categories highlight which are the most important tests puppy buyers should be looking for and to advise breeders how to prioritise tests when making breeding decisions.



Here’s a brief overview of each category:



Essential tests: These are tests that breeders are strongly encouraged to undertake prior to breeding, as there is strong evidence that the condition being tested for is a significant concern in the breed, for example, it may be increasing in prevalence. Essential tests are not mandatory for registration but have been termed as such to strongly signal the importance of these tests.


Advisable tests: These tests are that breeders should consider to be of importance and are advisable to use prior to breeding – being for conditions which are still known and relevant in a breed. However, they have been categorised as advisable either due to having a lower prevalence than those in the essential category, or due to other considerations within the breed, including the need to balance health test results against genetic diversity.


Other tests: We don’t yet have sufficient data to assess the importance of these tests, however breeders/ puppy buyers should be aware of them and check their lines before breeding or purchasing a puppy.


How has the Health Standard been developed?



A rigorous process has been undertaken on a breed-by-breed basis, to establish where each test should sit for each breed. The criteria to determine this includes:



Trends in a condition over time (i.e. prevalence, breed averages, frequency of genetic mutations etc.).
Published evidence in scientific journals to support the accuracy of a test.
Population of a breed and whether the breed has limited genetic diversity.


The Kennel Club will collect and publish health results from all three categories.



It’s important to note that the Health Standard includes all testable health conditions, including both genetic (DNA tests) and screening tests such as hip scoring or eye testing. This list is not exhaustive and, at present, only health tests that have been officially recognised by The Kennel Club have been incorporated into the Health Standard. However, the Health Standard will be regularly reviewed and is subject to change as new tests, further data, and published evidence becomes available.



Something we have not done before is incorporate the prioritisation of genetic diversity alongside health testing, and the Health Standard has been built alongside our newly revised population analyses, which have been undertaken for every registered breed.

Inbreeding concerns have been listed as a priority for several breeds, which may be due to historical breeding practices or due to small population numbers. Breeders of these breeds must follow best breeding practices and prioritise genetic diversity, in order to maintain genetic diversity within the breed. More information about the population analysis will be provided to BHCs over the next couple of months.



Below is a link to a pre-recorded presentation, which looks at the rationale behind the Health Standard and criteria which have been taken into account in its development. Please watch this video as it goes further into the methodology and meaning behind the project. We hope you have found this useful, and are sharing this with you as BHC first hand before any other Kennel Club stakeholders. We hope that you will support us with this project, by sharing this presentation with breed representatives for your breed. There will be a transition over to the Health Standard, to ensure that we have one clear set of advice for breeders relating to health testing prior to breeding, however the timeframes for when this transition will take place for Assured Breeders is still to be decided. We will ensure we share an update at the earliest opportunity.

The prioritisation and justification for these changes are covered by the rationale provided in the above webinar, which I would encourage you to review. I have also attached a breakdown of each test and category, which is attached to this email. Given that there are some changes being implemented for the breed we would be willing to discuss this rationale with you as BHC in more detail, and as such would like to offer you an opportunity to discuss via Microsoft Teams. If this is something your breed community would like, please reply to this email and I will look to schedule a date/ time over the coming months to do so.

An important point to consider, throughout this process we have looked closely at the genetic diversity of each breed, in tandem with the reviewed population analyses we have been undertaking this year, and due to the findings from your breeds’ population analysis have determined genetic diversity as a key priority for some varieties. As you can see this is reflected above under the categorisation, and due to this we would recommend breeders prioritise the importance of maintaining and improving genetic diversity in the breed. We will be circulating the population analysis reports with every breed over the Summer and will be giving BHCs opportunities to meet with us to learn more about the process and what this means for your breed.

Kennel Club announces registrations model update and the future closure of the Assured Breeders scheme

Following an extensive review of its registrations model – which was underpinned by breeder research and the collation of data and feedback – The Kennel Club will close the Assured Breeders scheme by the end of the year and will be engaging with breeders about a series of forthcoming changes that will have a greater impact, across a larger number of dogs.

The two-year review showed that better support and education was needed for all breeders – regardless of their level of experience – and that changes are needed which will place an emphasis on supporting and highlighting good breeding practice across a much wider number of registrations.

Despite the value that the Assured Breeders scheme provided in terms of education to breeders and signposting for puppy buyers, just five percent of puppies registered with The Kennel Club are bred by members of the scheme. It was clear that all dogs, breeders and puppy buyers would benefit from a pragmatic new approach that would have greater impact, rooted in research about what hasn’t worked to date and what breeders would value more of in the future.

The Assured Breeders scheme will close on 31 December 2024 and there will be engagement that will help to shape the registrations initiatives that will be coming, both this year and into 2025.

Bill Lambert, Health, Welfare and Breeder Services Executive at The Kennel Club, said: “We thank Assured Breeders for being part of a scheme, whose principles will be central to how we move forwards in the future, and we thank those breeders whose insights during the research process have helped to shape the registrations review project.

“The decision to close the Assured Breeders scheme is not one we have taken lightly but it is clear that although we have excellent breeders within the scheme’s membership – and we will continue to incentivise good breeding practice and signpost towards our best breeders in the new registrations model – there were also many barriers to good breeders joining the scheme. Not least that breeders had to pay a membership fee to be recognised for their good practice, and to enable us to fund the inspection regime.

“The resulting impact has been that puppy buyers – who are seeking Assured Breeder puppies as the most esteemed and priority listings but are often unable to source one – and breeders who remain outside of the scheme yet are following good practice, aren’t able to reap the full benefits that the scheme was designed to create. Furthermore, the educational role that the scheme provided was limited to the small number of paying members, when it was clear to us that we needed to make education around good practice much more accessible to all.

“As a result, over the coming months, we will be engaging about a series of initiatives that will take the best elements of the Assured Breeders scheme and ensure that these are what we build on and focus on in the registrations model.

Foundations for the future

“Whilst there will be more engagement and detail about the changes in the months to come, an area we will focus on is improving how we incentivise good practice amongst breeders and how our Find a Puppy prioritises and signposts towards those who are health testing, making it easier for puppy buyers to find a well-bred puppy.

“Alongside this, it is fundamental that we increase awareness and understanding about the importance of health testing, to increase uptake across the board, and we have recently asked Breed Health Coordinators to preview the forthcoming Health Standard to this end – which is the first time there has been a set of guidelines about health testing for all breeders and buyers.

“Our aim is to help breeders and puppy buyers understand the importance of all tests listed in the Health Standard, whilst also helping those who aren’t currently testing to make the best decisions possible. We would like to underline that there is still engagement taking place about the Health Standard – and we continue to talk to breeders and take on board their valued feedback. We would also like to remind breeders that the categories that tests are placed into remain fluid, as new evidence and trends emerge.

“In addition to ensuring that education and signposting around health testing is improved, it is also crucial that puppy buyers continue to recognise and understand what buying a puppy responsibly means and what good welfare looks like, when selecting a breeder.

“We will be introducing initiatives to improve our education in this area at every stage of a breeder and puppy buyer’s journey. The recently launched online puppy pack is just one free tool that will help to put puppy buyers on the right path. We will also be engaging about a risk assessment and puppy buyer feedback system, which will give us a greater understanding and help us to tackle welfare issues, so that we can better support breeders and puppy buyers.

“Embedding the best elements of the Assured Breeders scheme and raising the quality of puppies registered with The Kennel Club will be central to our evolution and will form part of an ongoing journey – but is driven by the need to incentivise and signpost to good practice without the barrier of a membership scheme fee.

“Those who have been part of the Assured Breeders scheme are thanked sincerely for their commitment and we look forward to continuing to support them and all other responsible breeders, so that we can connect good breeders with good puppy buyers, in the future. Our priority is to ensure that the principles that the scheme was founded upon – to celebrate, reward and educate about good breeding practice – are embedded into the broader registrations model, to the benefit of all.”

Assured Breeders are being communicated with directly about the forthcoming closure and are reassured that all membership services will remain in place until the scheme’s closure, including discounts, benefits and Find a Puppy listings. Further engagement with breeders and details about the changes being made to the registrations model will be announced in due course.
